เมื่อปี 2553 คณะกรรมการนโยบายพลังงานแห่งชาติ (กพช.) เห็นชอบต่อแผนพัฒนากำลังผลิตไฟฟ้าของประเทศไทยปี 2555-2573 (PDP2010) ที่เน้นความมั่นคงและความเพียงพอของการผลิตไฟฟ้า และส่งเสริมให้มีการผลิตไฟฟ้าจากพลังหมุนเวียนที่สอดคล้องกับแผนพัฒนาพลังงานทดแทน 15 ปี ต่อมาในปี 2554 คณะรัฐมนตรีเห็นชอบตามมติ กพช. ที่จะมีการใช้พลังงานทดแทนและพลังงานทางเลือกเพื่อทดแทนเชื้อเพลิงฟอสซิลตามกรอบแผนการพัฒนาพลังงานทดแทนและพลังงานทางเลือก (ร้อยละ 25 ใน 10 ปี) พ.ศ. 2555-2564 (Alternative Energy Development Plan: AEDP 2012-2021) และตั้งเป้าหมายภายในปี 2573 ประเทศไทยจะมีสัดส่วนพลังงานหมุนเวียนเพิ่มขึ้นจากแผน PDP2010 ฉบับปรับปรุงครั้งที่ 2 ไม่ต่ำกว่าร้อยละ 5 ซึ่งจะทำให้ในปี 2573 มีกำลังผลิตไฟฟ้าจากพลังงานหมุนเวียนรวมสุทธิเท่ากับ 20,546.3 เมกะวัตต์ คิดเป็นสัดส่วนร้อยละ 29 ของกำลังการผลิตไฟฟ้าทั้งระบบ นอกจากนี้กระทรวงพลังงานมีแผนโครงการผลิตไฟฟ้าจากพลังงานหมุนเวียนใหม่ในช่วงปี 2555-2564 ตามกรอบของกระทรวงพลังงาน และแผนสำหรับในช่วงปี 2565-2573 จะพิจารณาตามศักยภาพของชนิดเชื้อเพลิง ดังแสดงในตาราง
