การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาระดับความคิดเห็นของประชาชนผู้มารับบริการที่มีต่อคุณภาพการให้บริการงานทะเบียน (2) เพื่อเปรียบเทียบคิดเห็นของประชาชนผู้มารับบริการที่มีต่อคุณภาพการให้บริการงานทะเบียนของสำนักงานทะเบียนท้องถิ่นเทศบาลบ้านถ่อน อำเภอท่าบ่อ จังหวัดหนองคาย ประชาชนผู้มารับบริการ จำแนกตาม เพศ สถานภาพ อายุ ระดับการศึกษา และรายได้เฉลี่ยต่อเดือน (3) เพื่อศึกษาข้อเสนอแนะแนวทางในการปรับปรุงคุณภาพการให้บริการงานทะเบียนของสำนักงานทะเบียนท้องถิ่นเทศบาลบ้านถ่อน อำเภอท่าบ่อ จังหวัดหนองคาย กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ประชาชนที่มารับบริการงานทะเบียนราษฎร ในเขตเทศบาลตำบลบ้านถ่อน อำเภอท่าบ่อ จังหวัดหนองคาย ในช่วง เดือน เมษายน ถึง มิถุนายน พ.ศ. 2556 จำนวน 269 คน ได้มาจาการใช้สูตรของ ทาโร ยามาเน่ (Taro Yamane. 1973 : 727) สุ่มตัวอย่างแบบง่าย (Simple Random Sampling) โดยใช้วิธีการสุ่มแบบบังเอิญ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามชนิดมาตราส่วนแบบประมาณค่า (Rating Scale) 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ประกอบด้วย ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และสถิติเปรียบเทียบ ใช้ T-test (Independent Sample) และ F-test (One Way ANOVA) กำหนดนัยสำคัญทางสถิติที่ระดับ .05
