๓. ควรมีการเตรียมความพร้อมในทุกด้านเพื่อรองรับกฎ ระเบียบ และข้อบังคับที่จะต้องปฏิบัติร่วมกันภายใต้ความตกลงฯ ต่างๆ เช่น บูรณาการกฏหมายของหน่วยงานต่างๆ ให้เสริมสร้างความได้เปรียบแก่ประเทศ และสอดคล้องกับความตกลงฯ ต่างๆ ที่จะเกิดขึ้นในอนาคตต่อไปได้
