สวัสดีครับ พ่อแม่พี่น้องประชาชนชาวไทยที่รักทุกท่าน สัปดาห์ที่ผ่านมานั้น ผมมีภารกิจสำคัญที่ต้องเดินทางไปต่างประเทศหลายวัน ห้วงนี้มีการประชุมที่สำคัญ ๆ ในระดับภูมิภาค ระดับโลกหลายเวที การเดินทางไปประชุมนั้น เป็นการเยี่ยมเยือนประเทศต่าง ๆ ซึ่งมีความจำเป็นที่จะต้องกระชับความสัมพันธ์ระหว่างประเทศและสร้างความเชื่อมั่นให้กับนักลงทุนชาวต่างชาติ ซึ่งจะเป็นการเปิดโอกาสทางการค้าการลงทุนที่จะช่วยขับเคลื่อนเศรษฐกิจไทยให้มีความก้าวหน้าอย่างยั่งยืนต่อไป ทั้งนี้ก็เพื่อให้พ่อแม่พี่น้องประชาชนทุกคนได้มีความเป็นอยู่ที่ดีขึ้น มีความคืบหน้าหลายประการจากการประชุมหารือกับมิตรประเทศที่จะเป็นประโยชน์กับพี่น้องประชาชนชาวไทย ซึ่งผมจะกล่าวในรายละเอียดต่อไป

ก่อนอื่นวันนี้อยากให้พวกเราทุกคนได้รำลึกถึง วันพระบิดาแห่งฝนหลวง ซึ่งตรงกับวันที่ 14 พฤศจิกายน ของทุกปี หลังจากที่พระบาทสมเด็จพระเจ้าอยู่หัวได้มีพระราชดำริโครงการฝนหลวง ในคราวเสด็จพระราชดำเนินเยี่ยมพสกนิกรในภาคตะวันออกเฉียงเหนือ เมื่อวันที่ 14 พฤศจิกายน 2498 และได้ทรงรับทราบถึงความเดือดร้อน ทุกข์ยากของราษฎรจากการขาดแคลนน้ำ อุปโภค บริโภค และการทำการเกษตร นับตั้งแต่นั้น พระองค์ทรงทุ่มเทพระวรกายในการคิดค้น วิจัยและพัฒนาเทคโนโลยีการทำฝนหลวงจนประสบความสำเร็จ และช่วยให้ประเทศชาติได้รอดพ้นวิกฤติภัยแล้งมาได้จนถึงปัจจุบัน

ดังนั้น เพื่อแสดงความรำลึกในพระมหากรุณาธิคุณที่ทรงมีต่อปวงชนชาวไทย ในวันพระบิดาแห่งฝนหลวงนี้ ผมขอเชิญชวนให้ประชาชนทั้งในปัจจุบัน และอนุชนรุ่นหลัง ได้มีโอกาสแสดงความจงรักภักดี ชื่นชมในพระบารมี และร่วมกันถวายสดุดีเฉลิมพระเกียรติพระองค์ท่านในวันนี้ด้วย

ส่วนของการเดินทางไปปฏิบัติภารกิจในต่างประเทศ เพื่อสร้างความสัมพันธ์อันดี สร้างความไว้เนื้อเชื่อใจระหว่างกัน ลดความหวาดระแวง และแสวงหาความร่วมมือกับมิตรประเทศเพื่อการค้า การลงทุน และการพัฒนาเศรษฐกิจ รวมถึงการแสดงจุดยืนของประเทศไทย ในการเป็นประชาธิปไตยและสนับสนุนเรื่องสำคัญต่าง ๆ ที่เป็นวาระสำคัญ พันธะผูกพันระดับนานาชาติ ในเรื่องนี้ผมขอเรียนว่ารัฐบาลพร้อมจะสนับสนุน การลงทุนของทุกประเทศที่ต้องการเข้ามาลงทุนบนพื้นฐานหลักก็คือในเรื่องของการรักษาผลประโยชน์ของชาติเป็นสำคัญ

การเดินทางเยือนต่างประเทศในแต่ละครั้งนั้น รัฐบาลให้ความสำคัญในเรื่องนี้เป็นอย่างมาก ถือเป็นโอกาสอันดีที่เราได้เผยแพร่นโยบายด้านเศรษฐกิจของรัฐบาลในรัฐบาลปัจจุบันให้ทราบโดยทั่วกัน อาทิ การเสริมสร้างความเข้มแข็งของเศรษฐกิจชุมชน การส่งเสริมธุรกิจ SMEs การลงทุนในโครงสร้างพื้นฐานด้านคมนาคมและการขนส่งทั้งระบบ เช่น การพัฒนาและปรับปรุงถนน โครงการรถไฟทางคู่ รถไฟมาตรฐาน Standard Guage ความเร็วปานกลาง โครงการรถไฟฟ้าในเขต กทม. และปริมณฑล การขนส่งทางน้ำ และทางอากาศ การเตรียมความพร้อมสู่เศรษฐกิจ Digital Economy เป็นต้น

การเลือกเดินทางไปต่างประเทศเท่าที่จำเป็นนั้น ผมจะพิจารณา ทั้งนี้เพื่อให้เกิดประโยชน์ต่อประเทศไทยให้มากที่สุดเท่านั้น โดยระหว่างวันที่ 9 - 11 พฤศจิกายน 2557 ที่ผ่านมานั้น ผมและรัฐมนตรีที่เกี่ยวข้องได้เดินทางไปยังกรุงปักกิ่ง สาธารณรัฐประชาชนจีน เพื่อเข้าร่วมการประชุมผู้นำเขตเศรษฐกิจเอเปค (APEC) ครั้งที่ 22 โดยวันที่ 12-13 พฤศจิกายน 2557 ได้ร่วมการประชุมสุดยอดผู้นำอาเซียนครั้งที่ 25 ที่กรุงเนปิดอร์ สหภาพเมียนมาร์ ซึ่งทั้ง 2 เวทีนั้น นับว่าเป็นเวทีที่สำคัญ ที่ผู้นำสามารถหารือกันในเรื่องต่าง ๆ พร้อมกันได้ในหลายมิติ มีการแบ่งกลุ่มกันพูดคุยการประชุม หลายครั้ง หลายกลุ่มด้วยกัน ไม่ว่าจะเป็นอาเซียน+1 อาเซียน+3 และในเรื่องของโครงการเกี่ยวกับในส่วนของกลุ่มแม่น้ำโขง หลายประเทศมีส่วนเกี่ยวข้อง

ในปัจจุบันนั้นประเทศไทยมีสัดส่วนการค้า การลงทุน กับเขตเศรษฐกิจเอเปค สูงถึงร้อยละ 70 ดังนั้น เวทีนี้จึงเป็นเวทีที่สำคัญ เวทีแรกคือ เอเปคนั้นในการที่จะผลักดันประเด็นที่สำคัญต่อการสร้างความเข้มแข็งของไทยและในภูมิภาคเอเชียแปซิฟิก

วันนี้ประเทศไทยได้ยกเรื่องสำคัญหลายเรื่องขึ้นหารือ เช่น ทำอย่างไรการเปิดเสรีทางการค้า จะนำมาซึ่งประโยชน์ร่วมกันอย่างแท้จริงทุกประเทศ ตลอดจนคนทุกกลุ่มในแต่ละประเทศ ซึ่งส่วนใหญ่เป็นประเทศที่มีเกษตรกรเป็นจำนวนมาก และธุรกิจที่เกี่ยวกับ SMEs โดยเฉพาะอย่างยิ่ง เราเป็นห่วงในเรื่องของการเข้าถึงแหล่งเงินทุน จะได้มีการพัฒนาไปด้วยกัน โดยจะไม่มีใครถูกทิ้งไว้ข้างหลัง ไม่ได้รับการพัฒนา ไม่ได้เข้าถึงกองทุน ทำให้สิ่งต่าง ๆ เหล่านั้นจะเป็นภาระผูกพัน และไม่เป็นผลดีต่อประเทศเราในอนาคต ว่าทำอย่างไรจะให้เกิดการพัฒนาอย่างยั่งยืน เราอาจจะไม่เน้นในเรื่องของการเพิ่มอัตราการขยายตัวทางเศรษฐกิจมากนัก แต่เป็นการพัฒนาที่ต้องยั่งยืน เพราะฉะนั้นทำอย่างไรเราจะเติบโตด้วยการคิดค้นนวัตกรรมใหม่ ๆ มาทำให้คุณภาพชีวิตและการพัฒนาประเทศเดินหน้าไปให้ดียิ่งขึ้น อีกเรื่องหนึ่งคือการหารือเรื่องการส่งเสริมความเชื่อมโยงในภูมิภาคเป็นสิ่งสำคัญ การลดช่องว่างทางการพัฒนา การรับมือกับปัญหาข้ามชาติ เช่น อีโบลา ปัญหาสิ่งแวดล้อม

นอกจากการหารือกับเพื่อนสมาชิกเอเปคแล้ว ผมยังได้เข้าพบกับบุคคลสำคัญ ๆ จากหลายประเทศ ได้มีโอกาสเข้าเยี่ยมคารวะท่านประธานาธิบดี สี จิ้น ผิง และท่านนายกรัฐมนตรีจีน หลี่ เค่อเฉียง ซึ่งทั้งสองท่านได้ถวายพระพรพระบาทสมเด็จพระเจ้าอยู่หัว ขอให้พระองค์ทรงมีพระพลานามัยที่แข็งแรง และถวายพระพรพระบรมวงศานุวงค์ของไทยทุกพระองค์ รวมทั้งยกย่องความสัมพันธ์ไทย – จีน ว่าเป็นมิตรภาพระหว่าง “มหามิตร” อีกด้วย
