ยุทธศาสตร์ที่ 2 ยุทธศาสตร์การสร้างความเข้มแข็งของชุมชนและสังคมให้เป็นรากฐานที่มั่นคงของประเทศนั้น มุ่งให้ความสำคัญกับ
