น้องๆทราบกันไหมคะว่า วันเสาร์ที่ 2 ของเดือนมกราคม ของทุกปี เป็นวันอะไร เด็กๆ ยกมือกันเป็นแถวเลย ถูกแล้วค่ะ "วันเด็ก" ทีนี้เราลองมาทราบประวัติความเป็นมาของวันเด็กกันดีกว่านะคะ

ความเป็นมา


นายวี เอ็ม กุลกานี ผู้แทนองค์การสหพันธ์เพื่อสวัสดิการเด็กระหว่างประเทศ เป็นผู้เสนอต่อกรมประชาสงเคราะห์ ให้มีการจัดงานวันเด็กแห่งชาติขึ้น เพื่อส่งเสริมให้ประชาชนได้เห็นความสำคัญของเด็ก และเพื่อกระตุ้นเตือนให้เด็กได้ตระหนักถึงความสำคัญของตนเอง

งานวันเด็กแห่งชาติในเมืองไทยครั้งแรกนั้น จัดขึ้นในวันจันทร์แรกของเดือนตุลาคม พ.ศ.2498 และได้จัดติดต่อกันมาเป็นประจำทุกปี จนถึง พ.ศ.2506 จึงมีความคิดว่าควรจะเปลี่ยนไปจัดงานวันเด็ก ในวันเสาร์ที่ 2 ของเดือนมกราคม เนื่องจากเห็นว่าเป็นช่วงที่พ้นจากฤดูหนาวมาแล้ว และเป็นวันหยุดราชการทำให้เกิดความสะดวกด้วยประการทั้งปวง

แต่ในปีถัดมา คือปี พ.ศ.2507 ไม่สามารถจัดงานวันเด็กได้ทัน จึงได้เริ่มจัดในปี พ.ศ.2508 ซึ่งถือเอาวันเสาร์ที่ 2 ของเดือนมกราคม เป็นวันเด็กแห่งชาติ มาจนถึงบัดนี้

รัฐบาลได้จัดให้มีคณะกรรมการจัดงานวันเด็กแห่งชาติขึ้นมาคณะหนึ่ง ทำหน้าที่ประสานงานกับหน่วยงานต่างๆ ทั้งภาครัฐบาล รัฐวิสาหกิจ และเอกชน กำหนดให้มีการฉลองวันเด็กแห่งชาติ ทั้งในส่วนกลางและส่วนภูมิภาค จุดประสงค์เพื่อให้เด็กทั่วประเทศทั้งในระบบโรงเรียนและนอกระบบโรงเรียน ได้รู้ถึงความสำคัญของตน เกี่ยวกับสิทธิ หน้าที่ ความรับผิดชอบ ระเบียบวินัย ที่มีต่อตนเองและสังคม มีความยึดมั่นในสถาบันชาติ ศาสนา พระมหากษัตริย์ และการปกครองในระบอบประชาธิปไตย อันมีพระมหากษัตริย์เป็นประมุข

ในวันเด็กแห่งชาติ พระบาทสมเด็จพระเจ้าอยู่หัว จะพระราชทานพระบรมราโชวาท สมเด็จพระสังฆราชเจ้า ทรงโปรดระทานพระคติธรรม และ ฯพณฯ ท่านนายกรัฐมนตรี จะมอบคำขวัญวันเด็กให้กับเด็กไทยทุกปี

สำหรับคำขวัญวันเด็กประจำปีนี้ที่นายกรัฐมนตรี ชวน หลีกภัย มอบให้กับเด็กๆ คือ
"มีวินัย ใฝ่เรียนรู้ คู่คุณธรรม นำประชาธิปไตย"

เด็กคือทรัพยากรที่สำคัญยิ่งของประเทศชาติ ซึ่งจะเป็นกำลังสำคัญในการพัฒนาชาติ บ้านเมือง ให้เจริญรุ่งเรืองก้าวหน้า และมั่นคงอีกทั้งเป็นผู้ที่จะต้องเติบโตขึ้นเป็นผู้ใหญ่ในวันข้างหน้า เพื่อทำหน้าที่ดูแลสังคม ตลอดจนเศรษฐกิจ วัฒนธรรม ความเปลี่ยนแปลง และอื่นๆ ฯลฯ

ดังนั้น ทุกสังคมจึงให้ความสำคัญแก่เด็ก และจัดให้มีวันเด็กขึ้นทุกปี เพื่อให้เด็กรูถึงความสำคัญของตนเอง จะได้ประพฤติปฏิบัติตนให้สมกับเป็นผู้ที่มีความสำคัญของประเทศชาติ ด้วยการตั้งใจใฝ่เรียนรู้ ประพฤติปฏิบัติตนอยู่ในระเบียบวินัย รู้จักการใช้เวลา ความคิด มีความขยันหมั่นเพียร มีความรับผิดชอบ และซื่อสัตย์สุจริต ฯลฯ

ความเป็นมา...วันเด็ก
ที่มาในการจัดงานวันเด็กแห่งชาติเกิดจากความคิดเพื่อกระตุ้น ให้เด็กได้ตระหนักถึงความสำคัญของตนเอง โดยนายวี เอ็ม กุลกานี ผู้แทนองค์การสหพันธ์เพื่อสวัสดิการเด็กระหว่างประเทศ เป็นผู้เสนอต่อ กรมประชาสงเคราะห์ ให้มีการจัดงานวันเด็กแห่งชาติขึ้น เพื่อส่งเสริมให้ประชาชนได้เห็นความสำคัญของเด็ก

ความหมาย

ตามพจนานุกรมฉบับราชบัณฑิตยสถาน พ.ศ. 2525 ได้ให้ความหมายของคำว่า "เด็ก" ไว้ คือ "เด็ก" หมายถึง คนที่มีอายุยังน้อย ยังเล็ก อ่อนวัน เช่น เด็กชาย คือ คำนำเรียกเด็กผู้ชายที่มีอายุไม่เกิน 14 ปีบริบูรณ์ และเด็กหญิง คือ คำนำเรียกเด็กผู้หญิงที่มีอายุไม่เกิน 14 ปี บริบูรณ์

เด็กนับเป็นทรัพยากรบุคคลที่สำคัญของประเทศ เป็นพลังสำคัญในการพัฒนาชาติบ้านเมือง ให้เจริญก้าวหน้าและมั่นคง ดังนั้น เด็กจึงควรที่จะเตรียมตัวที่จะเป็นกำลังของชาติด้วย หากเด็กทุกคนได้ตระหนักถึงอนาคตของตนและของประเทศชาติ ไม่ว่าจะเป็นการขยันหมั่นศึกษาหาความรู้ และใช้เวลาให้เป็นประโยชน์ ประพฤติตนอยู่ในระเบียบวินัย มีความขยันขันแข็ง ตลอดจนมีความเมตตากรุณา ช่วยเหลือเอื้อเฟื้อผู้อื่น เสียสละเพื่อส่วนรวมดังนี้แล้ว ก็จะได้ขึ้นชื่อว่าเป็น "เด็กดี" ชาติบ้านเมืองก็จะเจริญมีความผาสุกร่มเย็นต่อไป
