พระบาทสมเด็จพระเจ้าอยู่หัว และสมเด็จพระศรีนครินทราบรมราชชนนี มีพระราชดำริที่จะพระราชทานป่าไม้ให้กับปวงชนชาวไทย เนื่องในวโรกาสที่ พระบาทสมเด็จพระเจ้าอยู่หัว จะทรงครองราชย์ได้ 50 ปี เพื่อเป็นการฟื้นฟูสภาพแวดล้อมทางธรรมชาติ จึงมีพระราชดำริ เมื่อวันที่ 16 กรกฎาคม พ.ศ. 2536 ให้ ม.ร.ว.ดิศนัดดา ดิศกุล เลขาธิการมูลนิธิแม่ฟ้าหลวง และนายสุเมธ ตันติเวชกุล เลขาธิการคณะกรรมการพิเศษ เพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ โดยให้มูลนิธิชัยพัฒนาและมูลนิธิแม่ฟ้าหลวง ร่วมกันดำเนินการปลูกป่าเพื่อพระราชทานให้แก่ประชาชนชาวไทย โดยให้มีหน่วยงานต่างๆ อาทิ กรมป่าไม้ กรมชลประทาน และกรมพัฒนาที่ดิน เข้ามาร่วมดำเนินการ ส่วนการดำเนินงานโครงการฯ นั้น ระมัดระวังอย่าให้มีผลกระทบกับปัญหาที่ดินทำกินของชาวบ้าน และในพื้นที่โครงการปลูกป่า ให้ปลูกแฝกเสริมไปด้วย
