โครงการพัฒนาป่าไม้อันเนื่องมาจากพระราชดำริสวนป่าสิริกิติ์ เริ่มดำเนินการเมื่อปีพุทธศักราช ๒๕๒๕ จากการที่สมเด็จพระนางเจ้าพระบรมราชินีนาถทรงพระกรุณาโปรดเกล้าฯ ให้มีการสำรวจสภาพป่าบริเวณบ้านโม่งหลวงและบ้านโม่งน้อยหมู่ที่ ๑๐ ตำบลท่าผา อำเภอแม่แจ่ม จังหวัดเชียงใหม่ ซึ่งพระบาทสมเด็จพระเจ้าอยู่หัวทรงกำหนดขอบเขตในแผนที่พระราชทานให้ ซึ่งพบว่ามีสภาพป่าที่น่าสงวนไว้เป็นแหล่งต้นน้ำลำธาร แต่เนื่องจากมีราษฎรอาศัยอยู่จึงทรงให้มีการดำเนินงานปรับปรุงพื้นที่ดังกล่าว เพื่อให้เป็นแหล่งต้นน้ำลำธารและพัฒนาคุณภาพชีวิตของราษฎรในพื้นที่ให้มีความเป็นอยู่ที่ดีขึ้น ส่วนอนุรักษ์ต้นน้ำ กรมป่าไม้ ได้น้อมรับนโยบายและเข้าปฏิบัติงานในพื้นที่โดยอาศัยแนวพระราชเสาวนีย์ของสมเด็จพระนางเจ้าพระบรมราชินีนาถ ในโครงการป่ารักน้ำ โดยให้ "คนอยู่คู่กับป่า” ด้วยการส่งเสริมให้ราษฎรมีความรู้ ความเข้าใจ ในเรื่องของป่าไม้ที่เป็นแหล่งต้นน้ำลำธาร ให้แนวทางที่จะเพาะปลูกทำกินได้โดยไม่ต้องบุกรุกทำลายป่า ปลูกสร้างจิตสำนึก และสนับสนุนให้ราษฎรในพื้นที่ให้เกิดความรู้สึกหวงแหนในทรัพยากรป่าไม้และพร้อมที่จะเป็นกำลังสำคัญในการอนุรักษ์ป่าไม้ไว้สืบไป โดยได้รับพระราชทานนามว่า "สวนป่าสิริกิติ์
