ความเป็นมา :
เมื่อวันที่ 30 สิงหาคม 2545 ฯพณฯ นายกรัฐมนตรี (พ.ต.ท. ทักษิณ ชินวัตร) ได้มาประชุมร่วมกับหน่วยงานที่เกี่ยวข้อง และหน่วยงานในพื้นที่ 3 จังหวัด คือ สงขลา พัทลุง และนครศรีธรรมราช ณ ศาลากลางจังหวัดสงขลา และเห็นชอบที่จะให้การพัฒนาพื้นที่ลุ่มน้ำทะเลสาบสงขลาโดยเน้นการฟื้นฟูธรรมชาติให้กลับคืนความอุดมสมบูรณ์ และสอดคล้องกับวิถีชีวิตความเป็นอยู่ของประชาชนในพื้นที่ โดยให้มีการจัดทำแผนแม่บทในการพัฒนาลุ่มน้ำทะเลสาบสงขลาเป็นกรอบและทิศทางในการดำเนินงานต่อไป
คณะรัฐมนตรีในคราวประชุมเมื่อวันที่ 12 พฤศจิกายน 2545 ได้มีมติมอบหมายให้กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม กระทรวงมหาดไทย และหน่วยงานอื่นที่เกี่ยวข้องรับผิดชอบการแก้ไขปัญหาเร่งด่วนเฉพาะหน้า ส่วนการดำเนินงานด้านต่าง ๆ ในระยะยาว ให้เป็นไปตามแผนแม่บทการพัฒนาลุ่มน้ำทะเลสาบสงขลา โดยยึดหลักการพัฒนาลุ่มน้ำทะเลสาบสงขลา ให้สามารถคืนความอุดมสมบูรณ์และเป็นพื้นที่ที่ประชาชนสามารถดำรงชีวิตได้อย่างเป็นสุข รวมทั้งสามารถรักษาสมดุลของทรัพยากรธรรมชาติและสิ่งแวดล้อมได้ในระยะยาว อันจะนำไปสู่การพัฒนาที่ยั่งยืนต่อไป
คณะรัฐมนตรีได้มีมติ เมื่อวันที่ 17 ธันวาคม 2545 เห็นชอบให้แต่งตั้งคณะกรรมการพัฒนาลุ่มน้ำทะเลสาบสงขลา ภายใต้คณะกรรมการเพื่อการพัฒนา ที่ยั่งยืน โดยมีรองนายกรัฐมนตรีเป็นประธาน รัฐมนตรีกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมเป็นรองประธาน ผู้แทนส่วนราชการ ผู้ทรงคุณวุฒิ และผู้แทนภาคประชาชน เป็นกรรมการ และปลัดกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม เป็นกรรมการและเลขานุการ
