พระที่นั่งองค์นี้ เป็นอาคารแบบวิกตอเรีย ได้รับอิทธิพลจากสถาปัตยกรรมยุโรป ผสมกับไทยประยุกต์ องค์พระที่นั่งเป็นรูปอักษรตัวแอล (L) ในภาษาอังกฤษ ยาวด้านละ 60 เมตร สูง 20 เมตร เป็นอาคาร 3 ชั้น ยกเว้นตรงส่วนที่ประทับซึ่งมีรูปร่างเป็นแปดเหลี่ยม มี 4 ชั้น ชั้นล่างสุดก่ออิฐ ถือปูน ชั้นถัดขึ้นไปสร้างด้วยไม้สักทองทั้งหมดทาด้วยสีครีมอ่อนหลังคาสีแดง และหลังคาเป็นทรงไทยประยุกต์ มีลวดลายตามหน้าต่าง และช่องลมซึ่งฉลุเป็นลายที่เรียกว่าขนมปังขิง

สำหรับพระที่นั่งวิมานเมฆนี้จะแบ่งเป็นห้องชุดต่างๆ 5 สีด้วยกัน คือสีฟ้า เขียว ชมพู งาช้าง และสีลูกพีช (ชมพูอมส้ม) แต่ละห้องจะจัดแสดงข้าวของเครื่องใช้ส่วนพระองค์ของรัชกาลที่ 5 รวมถึงเจ้านายชั้นสูง เช่น ห้องสีเขียว เป็นห้องเครื่องเงินจากประเทศจีน ส่วนชั้นสองเป็นห้องทรงงานของรัชกาลที่ 5 และห้องบนชั้นสามจะเป็นห้องบรรทม แต่ห้องที่งดงามที่สุดในพระที่นั่งวิมานเมฆเห็นจะเป็นห้องท้องพระโรง ที่มีบรรยากาศขรึมขลังอลังการมากที่สุด
