ผลจากการพัฒนาประเทศทางด้านเศรษฐกิจและสังคม ทำให้สังคมไทยมีการเปลี่ยนแปลงจากสังคมเกษตรกรรมไปสู่สังคมอุตสาหกรรม ประชากรใหญ่ประกอบอาชีพที่มีความมั่นคง และมีรายได้เพิ่มมากขึ้น ประกอบกับความเจริญก้าวหน้าทางด้านวิทยาศาสตร์เทคโนโลยีทางการแพทย์ที่ได้รับการพัฒนาไปอย่างมากตลอดจนการรักษาพยาบาลได้มีวิธีการป้องกัน การรักษาโรคภัยไข้เจ็บต่างๆด้วยเครื่องมือที่ทันสมัย ทำให้ประชาชนมีสุขภาพแข็งแรง อัตราการตายลดลง สัดส่วนของประชากรผู้สูงอายุได้เพิ่มขึ้นอย่างต่อเนื่อง ในปัจจุบันจำนวนผู้สูงอายุและสัดส่วนผู้สูงอายุ(ผู้ที่มีอายุตั้งแต่ 60 ปีขึ้นไป) ของประเทศไทยเพิ่มขึ้นในอัตราที่รวดเร็ว ทำให้โครงสร้างประชากรของประเทศไทยกำลังขับเคลื่อนเข้าสู่ระยะที่เรียกว่า “ภาวะประชากรผู้สูงอายุ(Population Ageing)”อันจะมีผลต่อสภาพทางสังคม สภาวะเศรษฐกิจ การจ้างงาน ตลอดจนการจัดสรรทรัพยากรทางสุขภาพและสังคมของประเทศอย่างต่อเนื่องในระยะยาว ตามแผนผู้สูงอายุแห่งชาติ ฉบับที่ 2 พ.ศ.2545-2564 อันเป็นภารกิจที่สังคมและรัฐพึงมีต่อผู้สูงอายุ จากเหตุผลข้างต้นเพื่อให้ถึงเป้าหมายแห่งความมั่นคงทางสังคม ให้ผู้สูงอายุได้รับบริการพื้นฐานด้านต่างๆอย่างกว้างขวางและทั่วถึง การจัดสวัสดิการสังคมให้การสงเคราะห์ผู้สูงอายุตามความต้องการและความจำเป็นโดยมีมาตรการการจัดสวัสดิการสังคมให้แก่ผู้สูงอายุในด้านต่างๆ
