ในแผนการศึกษาแห่งชาติ ฉบับปรับปรุง

ในแผนการศึกษาแห่งชาติ ฉบับปรับปรุง (พ.ศ. ๒๕๕๒ — ๒๕๕๙) คณะรัฐมนตรีเห็นชอบแผนการศึกษาแห่งชาติ ฉบับปรับปรุง (พ.ศ. ๒๕๕๒ — ๒๕๕๙) ตามที่กระทรวงศึกษาธิการเสนอ และให้หน่วยงานที่เกี่ยวข้องใช้เป็นแนวทางในการพัฒนาการศึกษาในช่วงระยะเวลาดังกล่าวต่อไป ทั้งนี้ ให้กระทรวงศึกษาธิการรับความเห็นและข้อสังเกตของ กระทรวงวัฒนธรรม กระทรวงแรงงาน และสำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ ไปประกอบการพิจารณาดำเนินการด้วย (มติคณะรัฐมนตรี, ๒๕๕๓) การจัดทำแผนการศึกษาแห่งชาติ ฉบับปรับปรุง (พ.ศ. ๒๕๕๒ — ๒๕๕๙) ยึดหลักปรัชญาของเศรษฐกิจพอเพียงยึดทางสายกลางอยู่บนพื้นฐานของความสมดุลพอดี รู้จักพอประมาณ อย่างมีเหตุผล มีความรอบรู้เท่าทันโลก เพื่อมุ่งให้เกิดการพัฒนาที่ยั่งยืนและความอยู่ดีมีสุขของคนไทย เกิดการบูรณาการแบบองค์รวมที่ยึด “คน” เป็นศูนย์กลางของการพัฒนาอย่างมี “ดุลยภาพ” ทั้งด้านเศรษฐกิจ สังคม การเมือง สิ่งแวดล้อม เป็นแผนที่บูรณาการศาสนา ศิลปะ วัฒนธรรม และกีฬากับการศึกษาทุกระดับ รวมทั้งเชื่อมโยงการพัฒนาการศึกษากับการพัฒนาด้านต่าง ๆ ทั้งด้านเศรษฐกิจ สังคม การเมือง การปกครอง วัฒนธรรม สิ่งแวดล้อม วิทยาศาสตร์ และเทคโนโลยี เป็นต้น โดยคำนึงถึงการพัฒนาอย่างต่อเนื่องตลอดชีวิต โดยมีเจตนารมณ์ของแผนเพื่อมุ่ง พัฒนาชีวิตให้เป็น “มนุษย์ที่สมบูรณ์ทั้งทางร่างกาย จิตใจ สติปัญญา ความรู้และคุณธรรม มีจริยธรรม และวัฒนธรรมในการดำรงชีวิต สามารถอยู่ร่วมกับผู้อื่นได้อย่างมีความสุข” และพัฒนาสังคมไทยให้เป็นสังคมที่มีความเข้มแข็งและมีดุลยภาพใน ๓ ด้าน คือ เป็นสังคมคุณภาพ สังคมแห่งภูมิปัญญาและการเรียนรู้ และสังคมสมานฉันท์และเอื้ออาทรต่อกัน วัตถุประสงค์ของแผนที่เกี่ยวกับทางด้านจิตใจคือ เพื่อสร้างสังคมไทยให้เป็นสังคมคุณธรรม ในการปลูกฝังและเสริมสร้างให้ผู้เรียนมีศีลธรรม คุณธรรม จริยธรรม ค่านิยม มีจิตสำนึกและมีความภูมิใจในความเป็นไทย มีระเบียบวินัย มีจิตสาธารณะ คำนึงถึงประโยชน์ส่วนรวม รวมถึงการผลิตและพัฒนาครู คณาจารย์ และบุคลากรทางการศึกษาให้มีคุณภาพและมาตรฐานมีคุณธรรม และมีคุณภาพชีวิตที่ดี
