เพื่อให้การจัดทำแบบแผนการสังเกตการณ์ และสร้างให้มีผู้สังเกตการณ์บนเรือประมงไทย เป็นไปด้วยความเรียบร้อย มีประสิทธิภาพ และเป็นไปตามกำหนดเวลาในแผนปฏิบัติงานของกรมประมง กองวิจัยและพัฒนาประมงทะเล โดยสถาบันวิจัยและพัฒนาเทคโนโลยีประมงทะเลลึก จึงจัดให้มีโครงการฝึกอบรมผู้สังเกตการณ์บนเรือประมง (Fisheries Observer Program) ขึ้น โดยมุ่งเน้นการสร้างผู้สังเกตการณ์บนเรือประมง คือ 1. เรือประมงที่ทำการประมงในทะเลหลวง 2.เรือประมงที่ทำการประมงนอกน่านน้ำ และ 3. เรือขนถ่ายสัตว์น้ำที่ชักธงไทย เพื่อเป็นส่วนหนึ่งในมาตรการสนับสนุนการทำประมงอย่างมีความรับผิดชอบ เพราะเป็นส่วนสำคัญที่ช่วยในการดูแลและควบคุมการทำการประมง เนื่องจากผู้สังเกตการณ์จะต้องเป็นผู้ศึกษาและบันทึกข้อมูลการทำประมงที่สำคัญ อาทิเช่น ชนิดและขนาดของสัตว์น้ำที่จับได้ รวมถึงสัตว์น้ำพลอยจับได้และสัตว์ที่อยู่ในการคุ้มครอง ชนิดของเครื่องมือที่ใช้ในการทำประมง เป็นต้น ซึ่งข้อมูลดังกล่าวจะทำให้สามารทราบถึงอัตราการจับสัตว์น้ำ การลงแรงต่อหน่วยการประมง (CPUE) และการประเมินทรัพยากรประมง (stock assessment) จนนำไปสู่การจัดการประมง (Fisheries Management) ให้เกิดความยั่งยืนต่อไปได้
