ในปี 2558 ประเทศไทยจะเข้าร่วมประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community : AEC) พร้อมกับเพื่อนประเทศสมาชิกอาเซียนอีก 9 ประเทศ โดยมีข้อตกลงที่กลุ่มสมาชิกอาเซียนยอมรับร่วมกันในเรื่องคุณสมบัติหรือมาตรฐานในแต่ละวิชาชีพ (Mutual Recognition Arrangement : MRA) อยู่ด้วย ทั้งนี้ เพื่ออำนวยความสะดวกในการเคลื่อนย้ายนักวิชาชีพหรือแรงงานเชี่ยวชาญ หรือผู้มีความสามารถพิเศษของอาเซียนได้อย่างเสรี

ในส่วนของ สถาปนิก จากข้อมูลล่าสุดของสภาสถาปนิก มีดังนี้

กฎหมายรองรับรัดกุม เพราะมีสภาสถาปนิกอาเซียนคอยรองรับ และกำหนดคุณสมบัติผู้ประกอบวิชาชีพสถาปนิกข้ามชาติแล้ว ข้อกำหนดที่ชัดเจนของสถาปนิกข้ามชาติ หลังการเปิด AEC นั้น ถูกกำหนดว่า ต้องมีคุณสมบัติหลายประการ ได้แก่

3) มีประสบการณ์อย่างน้อย 10 ปีนับแต่จบการศึกษา
4) เมื่อจบแล้วต้องทำงานโดยมีใบอนุญาตอย่างน้อย 5 ปี
5) มีการพัฒนาวิชาชีพวิศวกรรมอย่างต่อเนื่อง (CDP)
6) ทำงานรับผิดชอบสถาปัตยกรรมสำคัญอย่างน้อย 2 ปี
7) ไม่เคยทำผิดมาตรฐานหรือจรรยาบรรณวิชาชีพ
8) ปฏิบัติตามข้อกำหนดของสภาสถาปนิกอาเซียน

เมื่อปี 2555 ไทยมีสถาปนิก 17,000 คน แบ่งตามใบอนุญาต 3 แบบ คือแบบสามัญ 1,857 คน แบบภาคี 14,159 คน และแบบวุฒิ 560 คน ขณะที่ต่างประเทศมีใบประกอบวิชาชีพเพียงแบบเดียว คือแบบสามัญ หากไทยต้องรวบเหลือใบเดียว เท่ากับว่าไทยจะเหลือสถาปนิกเพียง 1,857 คน

สำหรับการเตรียมความพร้อมของสาขาวิชาชีพ เพื่อรองรับการเปิดประชาคมเศรษฐกิจอาเซียนของประเทศสมาชิกอาเซียน ตามข้อตกลงใน MRA มีดังต่อไปนี้

1. จัดทำกรอบการทำงานร่วมกันของสถาปนิกไทยกับสถาปนิกอาเซียน ภายใต้ข้อตกลงของสภาสถาปนิกอาเซียน ว่าด้วยการทำงานร่วมกันอย่างเท่าเทียม ซึ่งข้อตกลงดังกล่าวเป็นข้อตกลงร่วมกันภายใต้กรอบใหญ่ของ International Union of Architects: UIA ที่ระบุไว้อย่างชัดเจนว่า “การปฏิบัติงานในประเทศอื่นต้องมีการร่วมมือกับเจ้าของประเทศนั้น”

2. ดำเนินการจัดให้มีระบบการพัฒนาวิชาชีพต่อเนื่อง หรือที่เรียกว่า CPD (Continuing Professional Development) โดยความสมัครใจ สำหรับผู้ที่มีความประสงค์จะขึ้นทะเบียนเป็น “สถาปนิกอาเซียน”

3. แก้ไขกฎกระทรวงเพื่อให้เกิดการจ้างงานของคนต่างด้าวตามพระราชกฤษฎีกา เพื่อให้สถาปนิกต่างชาติสามารถเข้ามาทำงานในเมืองไทยได้ภายใต้เงื่อนไขของ MRA
