เรื่อง AEC มีผลกระทบอย่างไรกับประเทศไทย
เมื่อกล่าวถึงคำว่าอาเซียน หลายคนคงรับทราบแล้วว่าในปีพุทธศักราช 2558 หรือคริสศักราช 2015 ประเทศไทยและ อีก 9 ประเทศในภูมิภาคเอเชียตะวันออกเฉียงใต้จะรวมกันเพื่อความเป็นหนึ่งและมั่นคงทางภูมิภาค และที่ได้ยินเรียกกันบ่อยครั้ง เป็นภาษาอังกฤษว่า "AEC”
ขออธิบายเพื่อความเข้าใจเกี่ยวกับคำว่าอาเซียนดังนี้ อาเซียน คือ สมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ (Association of South East AsianNations หรือ ASEAN) โดยการจัดตั้งในครั้งแรกมีจุดประสงค์เพื่อ ส่งเสริมและร่วมมือในเรื่องสันติภาพ,ความมั่นคง, เศรษฐกิจ, องค์ความรู้, สังคมวัฒนธรรม บนพื้นฐานความเท่าเทียมกันและผลประโยชน์ร่วมกันของประเทศสมาชิก โดยอาเซียนได้ก่อตั้งขึ้นโดย ปฏิญญากรุงเทพ (Bangkok Declaration) เมื่อวันที่ 8 สิงหาคม พ.ศ.2510 โดยมีผู้ร่วมก่อตั้ง 5 ประเทศคือ 1.ไทย 2.สิงคโปร์ 3.มาเลเซีย 4.ฟิลิปปินส์ 5.อินโดนีเซีย อาเซียน รวมตัวกันเพื่อ ความร่วมมือกันทางการเมือง ความมั่นคง เศรษฐกิจ และวัฒนธรรม และได้มีการพัฒนาการเรื่อยมา จนถึงขณะนี้ที่เรามีกฎบัตรอาเซียน (ธรรมนูญ อาเซียน หรือ ASEAN Charter) ซึ่งเป็นเสมือนแนวทางการดำเนินงานที่จะนำไปสู่การเป็นประชาคมอาเซียนซึ่งประกอบด้วย 3 สิ่งหลักๆ คือ 1.การเมืองความมั่นคง (Socio-Cultural Pillar) 2.เศรษฐกิจ (Asean Economic Community:AEC) 3.สังคมและวัฒนธรรม (Political and Security Pillar) แม้ว่าประเทศไทยจะมีปัญหาบางด้านแต่ก็เป็นประเทศหนึ่งที่ มีความได้เปรียบและมีจุดแข็งหลายด้านเมื่อเทียบกับประเทศต่างๆ ในภูมิภาคอาเซียน ด้านตลาดแรงงาน พบว่า ประเทศไทยมีอัตราการว่างงานที่อยู่ในระดับต่ำ โดยในเดือน ธ.ค. 2554 ที่ผ่านมา อัตราการว่างงานของประเทศไทยอยู่ในระดับต่ำเพียงร้อยละ 0.4 ของประชากรที่อยู่ในวัยแรงงาน ขณะที่ประสิทธิภาพของแรงงาน (Labor Productivity) ค่อนข้างสูงเมื่อเทียบกับประเทศต่างๆ ในอาเซียน และมีการพัฒนาขึ้นเรื่อยๆตามลําดับ ขณะเดียวกัน รายได้ประชากรต่อหัวของไทยที่ได้รับโดยเฉลี่ยก็อยู่ในระดับสูงเมื่อเทียบกับประเทศอินโดนีเซีย ฟิลิปปินส์ และเวียดนาม แต่ต่ำกว่าเฉพาะสิงคโปร์ บรูไน และมาเลเซีย ด้านการท่องเที่ยว พบว่า ประเทศไทยเป็นประเทศที่มีแหล่งท่องเที่ยวที่มีชื่อเสียงและได้รับการยอมรับไปทั่วโลก โดยกระทรวงการต่างประเทศแจ้งว่า ประเทศไทยได้รับรางวัลด้านการท่องเที่ยว Grand Travel Award Stockholm ประจําปี ค.ศ.2011 สาขาประเทศท่องเที่ยวที่ได้รับความนิยมสูงสุด (Best Tourist Country)และเป็นปีที่ 9 ที่ ไทยได้รับรางวัลดังกล่าวติดต่อกัน ขนาดของตลาด ภูมิภาคอาเซียนเป็นภูมิภาคที่ มีตลาดขนาดใหญ่ ยังมีศักยภาพที่ จะขยายตัวได้อีกมากในอนาคต โดยเฉพาะประเทศไทยมีจํานวนประชากรสูงถึง 66.7 ล้านคน มากเป็นอันดับ 4 รองจากประเทศอินโดนีเซีย ฟิลิปปินส์ และเวียดนาม ที่ มีประชากร 245.6 ล้านคน 101.8 ล้านคน และ 90.5 ล้านคน ตามลําดับ ขณะที่ เมื่อพิจารณาโครงสร้างอายุประชากรของประเทศสมาชิกอาเซียนแล้ว พบว่า มีความคล้ายคลึงกันโดยประชากรส่วนใหญ่ในแต่ละประเทศอยู่ในวัยหนุ่มสาวและวัยทํางาน (อายุระหว่าง 15-64 ปี) ประมาณร้อยละ 70 ของประชากรทั้งหมดใน ซึ่งไทยได้ผูกพันเปิดตลาดทั้งหมด 143 รายการ ตามข้อตกลงการจัดตั้งประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community : AEC) ซึ่งครอบคลุมสาขาบริการหลัก อาทิ บริการวิชาชีพ (ได้แก่ วิชาชีพวิศวกรรม สถาปัตยกรรม และบัญชี เป็นต้น) คอมพิวเตอร์และการสื่อสารการ ก่อสร้าง การจัดจําหน่าย (อาทิ บริการค้าส่งเครื่องกีฬาและบริการแฟรนไชส์ เป็นต้น) การศึกษาในทุกระดับ บริการด้านสุขภาพ บริการสิ่งแวดล้อม และบริการท่องเที่ยว เป็นต้น ตลอดจนการวางยุทธศาสตร์ของประเทศโดยใช้จุดแข็งที่กล่าวมาแล้วให้เป็น ประโยชน์มากยิ่งขึ้นกว่าที่เป็นอยู่และเพื่อให้ได้ประโยชน์จากการเข้าสู่ AEC มากที่สุด
ปัญหาสำคัญที่ทำให้เกิดความล่าช้า แม้ชาติสมาชิกจะทยอยลดภาษีสินค้าระหว่างกันเหลือ 0% จนเกือบหมดแล้ว มาจากการใช้มาตรการกีดกันทางการค้าที่มีทั้งของเดิม และของใหม่หลาย ๆ ประเทศออกมาเพิ่มอย่างต่อเนื่อง เพื่อปกป้องอุตสาหกรรมภายในให้อยู่รอดจากการเปิดเสรี นอกจากนี้ยังติดปัญหาการพัฒนาธุรกิจขนาดเล็กและSMEs ที่ยังไม่สามารถตกลงได้ลงตัว โดยไทย เวียดนาม กัมพูชา ต้องการให้อาเซียนตั้งกองทุนสนับสนุนการเงินแก่SMEsแก่ชาติสมาชิก แต่ประเทศสิงคโปร์ซึ่งส่วนใหญ่มีธุรกิจSMEsน้อยไม่เห็นด้วย และไม่ต้องการให้จัดตั้งกองทุน ส่งผลให้แนวทางช่วยเหลือนี้ยังชะงักงัน นอกจากนี้ยังติดปัญหาเรื่องการเปิดเสรีภาคบริการล่าช้า เพราะแต่ละประเทศติดปัญหาเรื่องกฎหมายเฉพาะภายในของตนเอง ดังนั้นโอกาสที่ชาติอาเซียนจะกลายเป็นอันหนึ่งอันเดียวกันทั้ง ด้านเศรษฐกิจ สังคม และวัฒนธรรม เหมือนการรวมตัวกันของยุโรปเพื่อเป็นสหภาพยุโรป (อียู) จึงไม่ใช่เรื่องง่ายเพราะไม่ใช่แค่ปัญหาเงื่อนไขทางการค้า แต่ชาติอาเซียนยังมีช่องว่างความหลากหลายทางวัฒนธรรม ประวัติศาสตร์ และภาษาอยู่มาก โดยมีภาษาประจำชาติแตกต่างกันถึง 8 ภาษา มีศาสนาทั้งพุทธ อิสลาม คริสต์ และอาณาเขตดินยังถึงแบ่งกั้นด้วยทะเล มหาสมุทร ต่างจากทวีปยุโรปที่คนส่วนใหญ่นับถือศาสนาคริสต์ และมีแผ่นดินเชื่อมต่อถึงกัน ประกอบกับยังมีปัญหาทางเทคนิค เช่น ขาดการเชื่อมโยงพิธีการด่านศุลกากร รวมถึงการตรวจคนเข้าเมือง ที่ยังไม่พร้อมภาพของการเปิดAECจริง หลังจากปี 58 จึงน่าจะเป็นการเปิดเสรีค่อยเป็นค่อยไป ไม่สามารถกดปุ่มเปลี่ยนเป็นการค้าเสรีได้เต็มตัว และภาคีสมาชิกยังคงต้องติดตามแก้ปัญหาตามกันต่อเนื่อง ทั้งเรื่องมาตรการกีดกันทางการค้า ระบบเทคนิคต่าง ๆ แต่หากมองในแง่ดีแล้ว ปัญหาเหล่านี้จะเป็นเหมือนยาคุ้มครองให้ธุรกิจที่เสียเปรียบอยู่ โดยเฉพาะรายเล็กและSMEsได้มีเวลาปรับตัวมากขึ้นท่ามกลางระบบปลาใหญ่กินปลาเล็ก เพราะการเปิดAECถือเป็นประสบการณ์ใหม่ของทุกคน
