การประชุมบังคับใช้ GPS ในรถขนส่งวัตถุอันตรายในครั้งนี้เป็นการประชุมในแบบ Video Conference พร้อมกันทุกหน่วยงานขนส่งจังหวัด โดยมีผู้ประกอบการขนส่งแต่ละจังหวัดเข้าร่วม ซึ่งเปรียบเสมือนการทำประชาพิจารณ์เรื่องนี้ไปพร้อม ๆ กัน ที่มาของการประชุมครั้งนี้เนื่องมาจากอุบัติเหตุที่เกิดขึ้นในระยะเวลาที่ใกล้เคียงกันคือ เมื่อวันที่ 5 กุมภาพันธ์ 2555 รถบรรทุก LPG เกิดพลิกคว่ำที่ลำลูกกา สาเหตุมาจากรถคันดังกล่าวต้องการเร่งเครื่องให้ทันช่วงไฟเขียว จากถนนวงแหวนเข้าสู่ถนนลำลูกกาที่มีความโค้งประกอบกับพื้นผิวถนนเป็นลูกคลื่น ทำให้รถเสียหลักและล้มลงไปไถลตามถนนและกระแทกเข้ากับวาล์วจึงทำให้เกิดก๊าซรั่วไหล ส่วนอุบัติเหตุที่สอง เกิดขึ้นเมื่อวันที่ 23 มีนาคม 2555 รถบรรทุก LPG อีกเช่นกันเนื่องจากผู้ขับขี่เกิดหลับในทำให้เสียหลักพุ่งชนราวสะพานและเกิดก๊าซรั่วออกถังและเกิดเพลิงไหม้รถทั้งคันซึ่งร้ายแรงกว่ากรณีแรกและโชคยังดีที่การเสียหลักครั้งนี้ได้พุ่งชนเข้ากับท่อประปาจึงทำให้เหตุการณ์ไม่รุกรามไปยังประชาชนโดยรอบ ส่วนผู้ขับขี่หลบหนีไป

ดังนั้นเมื่อวันที่ 25 เมษายน 2555 รมช.ชัชชาติ สุทธิพันธ์ ได้เรียกหน่วยงานระดับบริหารเข้าร่วมประชุมเพื่อกำหนดมาตรการป้องกันอุบัติเหตุในการขนส่งวัตถุอันตรายในด้าน “ตัวรถ” และ “คน” ซึ่งผลของมติที่ประชุมเห็นชอบให้มีการกำหนดตัวรถ ต้องมีการติดตั้ง GPS และควบคุมการเดินรถมิให้เข้าไปในพื้นที่เสี่ยง และให้ทำการศึกษาแนวทางเพื่อกำหนดอายุรถบรรทุกวัตถุอันตราย ส่วนคน ให้จัดตั้งศูนย์ข้อมูลประวัติผู้ขับรถ ปรับปรุงหลักสูตรการอบรมและการขอต่อใบอนุญาตขับรถชนิดที่ 4 และกำหนดให้ผู้ประกอบการขนส่งวัตถุอันตรายต้องรับผิดชอบต่อความเสียหายที่เกิดจากอุบัติเหตุ

หากเปรียบเทียบระบบ GPS Tracking จะพบว่าในประเทศไทยมีการใช้ระบบแบ่งออกเป็น 2 ลักษณะคือแบบ Off line และ On line ความแตกต่างหลักใหญ่ ๆ จะอยู่ที่เรื่องค่าใช้จ่ายรายเดือนซึ่ง Off line ไม่มี แต่ระบบ Online จะได้เปรียบกว่าในเรื่องการแสดงสถานะได้รวดเร็วกว่า Offline เพราะระบบ Offline จะต้องให้รถกลับมายังบริษัทก่อนถึงจะถ่ายข้อมูลได้ ส่วนระบบ Online จะเชื่อมต่อสัญญาณโทรศัพท์ จึงทำให้ระบบ Online ได้รับความนิยมมากกว่า และทำให้กรมขนส่งทางบกได้เลือกที่จะบังคับใช้ในระบบ Online ด้วยเช่นกัน

จากข้อมูลสถิติจำนวนขนส่งสินค้าทั้งหมด ณ วันที่ 30 เมษายน 2555 พบว่ามีจำนวนทั้งสิ้น 864,816 คัน รถที่ไม่ได้ติดตั้ง GPS มีจำนวน 749,139 คัน คิดเป็น 87% ของจำนวนทั้งหมด มีรถที่มีการติดตั้ง GPS แล้วกว่า 115,677 คันคิดเป็น 13% ของทั้งหมด หากแยกประเภทตามจำนวนดังตารางต่อไปนี้

ที่มาข้อมูลจำนวนรถที่ติดตั้งระบบ GPS Tracking โดยประมาณจากบริษัทผู้ให้บริการ จำนวน 9 ราย เมื่อเมษายน 2555

แนวทางการควบคุมของกรมขนส่งทางบก จะดำเนินการบังคับใช้กับรถขนส่งวัตถุอันตราย(ใหม่) ในวันที่ 1 มกราคม 2556 และรถขนส่งวัตถุอันตราย(เก่า) ในวันที่ 31 ธันวาคม 2556 โดยผู้ประกอบการขนส่งต้องติดตั้งระบบ GPS Tracking กับผู้ให้บริการ GPS (Service Provider Server: SPS)ที่ขึ้นทะเบียนกับกรมขนส่งทางบกเท่านั้น เพราะกรมขนส่งทางบกจะนำข้อมูลทั้งหมดเข้าสู่ระบบเชื่อมต่อกับ Server ของกรมขนส่งทางบกทั้งหมดโดยกำหนดให้ SPS ต้องส่งข้อมูลคือ จำนวนรถที่ขับความเร็วเกินกว่ากฎหมายกำหนด จำนวนผู้ขับรถที่ขับเกินชั่วโมงทำงาน หรือตามกฎหมายที่กำหนดให้ต้องพักทุก 4 ชั่วโมง และสรุปรายเดือนการใช้งานรถและติดตั้ง GPS ของผู้ประกอบการแต่ละราย และสุดท้ายคือการจัดทำรายงานกรณีเกิดอุบัติเหตุ

เรื่องคุณลักษณะของเครื่อง GPS ยังไม่สามารถระบุออกมาให้แน่ชัดได้ว่าจะใช้บังคับกับรุ่นไหนบ้าง เพราะในตลาด ณ ปัจจุบันก็มีกันอยู่หลายรุ่น คาดว่าประมาณเดือนพฤศจิกายน 2555 น่าจะทราบผล ส่วนผู้ประกอบการที่ติดตั้งไปแล้ว จะได้รับการผ่อนปรนให้ใช้เครื่องเดิมไปจนถึงธันวาคม 2556 นอกจากนั้นประเด็นสำคัญอีกเรื่องคือ แนวคิดที่จะจัดทำใบอนุญาติขับรถประเภท 4 เป็นแบบแถบแม่เหล็ก และเครื่องอ่านแถบแม่เหล็กที่จะติดตั้งไว้กับตัวรถ ซึ่งในที่ประชุมก็ยังไม่สามารถระบุได้เพราะมีความหลากหลายในเรื่องแนวคิดถึงความเป็นไปได้คงต้องติดตามต่อไปเรื่อย ๆ ว่า ขบ.จะดำเนินการอย่างไร
