สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี มีพระราชดำริให้จัดตั้ง ศูนย์วิจัยและพัฒนาชาน้ำมันและพืชน้ำมัน เพื่อเป็นโรงงานผลิตน้ำมันจากเมล็ดชาและพืชน้ำมัน ซึ่งโรงงานนี้จะผลิตน้ำมันคุณภาพสูงสำหรับการบริโภคและทำผลิตภัณฑ์ต่อเนื่องอื่นๆ เช่น เครื่องสำอางค์ เป็นต้น

ศูนย์วิจัยและพัฒนาชาน้ำมันและพืชน้ำมันได้เริ่มเปิดดำเนินการอย่างเป็นทางการเมื่อต้นปี พ.ศ. 2554 จากพระราชดำริของสมเด็จพระเทพรัตนราชสุดา สยามบรมราชกุมารี โดยให้จัดตั้งศูนย์วิจัยและพัฒนาชาน้ำมันและพืชน้ำมันเพื่อใช้เป็นโรงงานหีบน้ำมันจากเมล็ดชาและเป็นสถานนีวิจัยและพัฒนาเกี่ยวกับพืชน้ำมันอื่นๆ หลังจากทีก่อนหน้านี้ได้ทรงมีพระราชดำริให้สำนักงานมูลนิธิชัยพัฒนาและมูลนิธิแม่ฟ้าหลวง ได้ดำเนินการศึกษาและทดลองปลูกต้นชาน้ำมันสายพันธุ์ Camellia Oleifera ที่ได้รับมาจากสาธารณรัฐประชาชนจีนบนดอยสูงทางภาคเหนือของประเทศไทยมาตั้งแต่ปี พ.ศ. 2547

ศูนย์วิจัยและพัฒนาชาและพืชน้ำมันตั้งอยู่ บนถนนพหลโยธิน ตำบลเวียงพางคำ อำเภอแม่สาย จังหวัดเชียงราย มีเนื้อที่กว่า 150 ไร่ นอกจากจะเป็นสถานที่เรียนรู้เรื่องราวเกี่ยวกับน้ำมันและพืชน้ำมันแล้ว ทางศูนย์ยังมีบริการอื่นๆ ให้กับผู้มาเยือนอีกเช่น สวนพักผ่อน ร้านอาหาร ร้านขายสินค้า ลานนิทรรศการ และลานกิจกรรมให้ความรู้แก่ผู้มาเยี่ยมชมเกี่ยวกับการผลิตน้ำมันชาและพืชน้ำมัน
