ในปัจจุบันประเทศไทยมีแนวโน้มเกี่ยวกับปัญหาสิ่งแวดล้อมเพิ่มมากขึ้น ซึ่งมีผลโดยตรงต่อ
สุขภาพของมนุษย์ ทำให้มนุษย์ต้องประสบกับผลกระทบอันเกิดจากปัญหาสิ่งแวดล้อมเป็นพิษต่าง ๆ
ณรงค์ ณ เชียงใหม่ (2525 : 55) ได้สรุปปัญหาสิ่งแวดล้อม ที่สำคัญคือ มลพิษทางน้ำ
มลพิษทางดิน มลพิษทางอากาศ และปัญหาขยะมูลฝอย โดยมีการปล่อยน้ำเสียและกากของเสีย
จากโรงงานอุตสาหกรรมลงไปในแหล่งน้ำสาธารณะ ทำให้แหล่งน้ำสาธารณะสกปรกและเกิดสภาพ
เน่าเสีย สัตว์น้ำต่าง ๆ ต้องตายไปเป็นจำนวนมาก และเป็นการทำลายสุขภาพของประชาชนทั้งโดย
ทางตรง และทางอ้อม การทำลายพื้นที่ด้วยวิธีใด ๆ ก็ตามจะส่งผลกระทบต่อสภาพแวดล้อม เช่น
การใช้ประโยชน์ที่ดินไม่ถูกต้อง การทิ้งสิ่งขับถ่ายของมนุษย์และสัตว์ลงไปในดิน โดยขาดความ
ระมัดระวัง การทิ้งกากหรือของเสียจากโรงงานอุตสาหกรรมลงในดิน การใช้สารเคมีทางการเกษตร
ทำให้สารพิษตกค้างอยู่ในดิน เป็นเหตุให้ดินเสื่อมความอุดมสมบูรณ์ อันมีผลกระทบต่อสิ่งแวดล้อม
และสุขภาพของประชาชน เมื่อโรงงานอุตสาหกรรมได้เข้าไปตั้งในพื้นใดเพิ่มมากขึ้น มีการพัฒนา
ทางด้านการคมนาคม และการขนส่ง การใช้ยานพาหนะต่าง ๆ เพิ่มขึ้น ทำให้คุณภาพอากาศ
เปลี่ยนแปลงไปอยู่ในระดับที่อาจก่อให้เกิดอันตรายต่อสุขภาพได้ รวมทั้งการนำสารเคมีมาใช้ใน
ขบวนการผลิตต่าง ๆ ฝุ่นละอองเขม่าควันจากโรงงานอุตสาหกรรม
การฉีดพ่นยาทางการเกษตรตลอดจนในสารผสมอาหาร เมื่อร่างกายรับเอาสารเข้าไปสะสมทีละเล็กละน้อยจนมีปริมาณมากจะทำให้เกิดความผิดปกติในร่างกายและเป็นสาเหตุของการเกิดเซลล์มะเร็ง หรืออาจไปลดภูมิต้านทานของร่างกายเป็นอันตรายต่อหน่วยสืบพันธุ์ของสิ่งมีชีวิต ดังนั้น มลพิษต่างๆเหล่านี้เป็น
ปัจจัยสำคัญที่มีผลต่อความเป็นอยู่ และสุขภาพของมนุษย์ทั้งโดยทางตรง และทางอ้อม
สำหรับปัญหาด้านขยะมูลฝอย ขยะเป็นตัวการสำคัญที่จะทำให้เกิดการระบาดของโรค
เพราะขยะเป็นแหล่งเพาะเชื้อโรคต่าง ๆ โดยเฉพาะอย่างยิ่งขยะที่เป็นอันตราย (Hazardous
waste) นอกจากนี้ขยะยังเป็นมลพิษที่สำคัญในเขตเมือง เนื่องจากการผลิตขยะจากชุมชนมีอัตราสูง
ในภาคตะวันออกเฉียงเหนือ พบว่า อัตราการเกิดมูลฝอยเฉลี่ย 1.008 กิโลกรัม ต่อคนต่อวัน
วินัย วีระวัฒนานนท์ (2535 : 31-36) ได้กล่าวเพิ่มเติมถึงปัญหาสิ่งแวดล้อมที่ก่อให้เกิด
ผลกระทบต่อมนุษย์ที่สำคัญคือ ขยะมูลฝอย และสิ่งปฏิกูล นอกจากจะก่อให้เกิดความสกปรกแก่
บ้านเมืองแล้ว ยังเป็นแหล่งแพร่เชื้อโรคด้วย
1.1ความหมายของขยะมูลฝอย
ขยะ หรือ มูลฝอย หรือ ของเสีย เป็นเหตุสำคัญประการหนึ่งที่ก่อให้เกิดปัญหาสิ่งแวดล้อม และ มีผลต่อสุขภาพอนามัย มูลฝอยหรือของเสียกำลังมีปริมาณเพิ่มมากขึ้นทุกปี เพราะสาเหตุจากการเพิ่มของประชากร การขยายตัวทางเศรษฐกิจและทางอุตสาหกรรม นับเป็นปัญหาที่ สำคัญของชุมชนซึ่งต้องจัดการและแก้ไข ปริมาณกากของเสียและสารอันตราย ได้แก่ ขยะมูลฝอย สิ่งปฏิกูล และสารพิษที่ปนเปื้อนอยู่ในแหล่งน้ำ ดิน และอากาศ ตลอดจนบางส่วนตกค้างอยู่ในอาหาร ทำให้ประชาชนทั่วไปเสี่ยงต่ออันตรายจากการเป็นโรคต่าง ๆ เช่น โรคมะเร็ง และ โรคผิดปกติทางพันธุกรรม เป็นต้น ( ขยะมูลฝอย.2557:ออนไลน์)
ขยะหรือขยะมูลฝอย หมายถึง ของเสียที่อยู่ในรูปของแข็ง ซึ่งอาจจะมีความชื้นปะปนด้วยจำนวนหนึ่ง ขยะที่เกิดจากอาคารที่พักอาศัย สถานที่ทำการโรงงานอุตสาหกรรม หรือตลาดสดก็จะมีปริมาณและลักษณะแตกต่างกันออกไปโดยปกติแล้ววัตถุต่างๆ ที่ทิ้งมาในรูปขยะนั้นจะมีทั้งอินทรีย์และสารอนินทรีย์สารวัตถุต่างๆเหล่านี้บางชนิดก็สามารถย่อยสลายได้ด้วยจุลินทรีย์ในเวลาอันรวดเร็ว โดยเฉพาะพวกเศษอาหาร เศษพืชผัก บางชนิดก็ไม่อาจย่อยสลายได้เลย เช่น พลาสติก เศษแก้ว( ขยะมูลฝอย.2557:ออนไลน์)
ขยะมูลฝอย หมายถึง สิ่งต่างๆที่เราไม่ต้องการ ที่เป็นของแข็งหรืออ่อน ได้แก่เศษกระดาษ เศษผ้า เศษอาหาร ถุงพลาสติก ภาชนะกล่องใส่อาหาร เถ้า มูลสัตว์ หรือซากสัตว์รวมตลอดถึงวัตถุอื่นๆ( ขยะมูลฝอย.2557:ออนไลน์)
ผู้วิจัยได้สรุป ความหมายของขยะมูลฝอยที่นำมาใช้ในการวิจัยครั้งนี้ว่า ขยะมูลฝอย หมายถึง วัสดุ สิ่งของที่เหลือทั้งจากการใช้งานตามแหล่งต่าง ๆ ได้แก่ เศษกระดาษ เศษวัสดุที่ห่อหุ้มสินค้า พลาสติก เศษแก้ว กระป๋อง เศษอาหาร และเศษวัสดุอื่นซึ่งแบ่งประเภทได้เป็น ขยะมูลฝอยเปียก ขยะมูลฝอยแห้ง และขยะมูลฝอยอันตราย
1.2แหล่งกำเนิดของขยะมูลฝอย
ขยะมูลฝอยในชุมชนมีหลายชนิด การจำแนกประเภทของขยะมูลฝอย มีหลายลักษณะพิจารณาจากองค์ประกอบหรือแหล่งกำเนิดของขยะมูลฝอย โดยใช้แหล่งกำเนิดเป็นเกณฑ์ในการพิจารณา ซึ่งสามารถจำแนกออกได้3 ประเภท (กรมควบคุมมลพิษ, 2548) คือ ขยะมูลฝอยจากชุมชน (Community wastes) ส่วนมากจะเป็นเศษอาหาร เศษกระดาษเศษแก้ว เศษโลหะ เศษไม้และเศษพลาสติก เป็นต้น นอกจากนี้ยังมี ขยะมูลฝอยที่เป็นอันตราย เช่น ซากถ่านไฟฉาย แบตเตอรี่เก่าซากหลอดฟลูออเรสเซนต์และกระป๋องสารเคมีต่าง ๆ ที่ใช้ในบ้าน เป็นต้น ขยะมูลฝอยจากโรงงานอุตสาหกรรม (Industrial wastes)จะมีทั้งที่เป็นอันตรายเช่น กากสารเคมีและสารประกอบที่มีโลหะหนัก ต่าง ๆ นอกจากนั้นยังมีขยะมูลฝอยที่ไม่เป็นอันตรายที่เกิดจากกิจการในส่วนของสำนักงานและโรงอาหารของโรงงาน เช่น เศษวัสดุเหลือทิ้ง เศษอาหาร เป็นต้น ขยะมูลฝอยจากการเกษตรกรรม (Agricultural wastes) มีทั้งที่เป็นซากพืช ซากสัตว์และเศษภาชนะที่ใช้บรรจุป้องกันและกำจัดศัตรูพืช เป็นต้น (กรมควบคุมมลพิษ, 2548)
