1. นักเรียนชั้น ป.1 ไม่น้อยกว่าร้อยละ 97 อ่านออกและเขียนได้
2. นักเรียนชั้น ป.2 ไม่น้อยกว่าร้อยละ 97 อ่านคล่องและเขียนคล่อง
3. นักเรียนชั้น ป.3 ไม่น้อยกว่าร้อยละ 97 อ่านคล่อง เขียนคล่อง และจับใจความได้
4. นักเรียนชั้น ป.4 ไม่น้อยกว่าร้อยละ 80 มีทักษะการคิดวิเคราะห์
5. นักเรียนชั้น ป.5 ไม่น้อยกว่าร้อยละ 80 มีทักษะการคิดอย่างมีวิจารณญาณ
6. นักเรียนชั้น ป.6 ไม่น้อยกว่าร้อยละ 80 มีทักษะการคิดอย่างมีวิจารณญาณและคิดเป็นระบบ
