3. ผู้บริหารระดับปฏิบัติการ (Operational Manager) รับผิดชอบดูแลควบคุมด้านการปฏิบัติงานรายวัน โดยรับแผนปฏิบัติมาจากผู้บริหารระดับกลาง จะใช้การตัดสินใจระดับปฏิบัติการ (Operational planning )

ในยุคนี้คงจะไม่สามารถที่จะปฏิเสธได้เลยว่าเทคโนโลยีไม่มีความจำเป็นสำหรับการดำเนินชีวิตของมนุษย์ เพราะทุกคนล้วนใช้เทคโนโลยีเพื่ออำนวยความสะดวกในชีวิตในทุก ๆ ด้าน ตั้งแต่การตื่นนอนจนถึงการเข้านอน ดังนั้นเทคโนโลยีจึงเป็นสิ่งที่จำเป็นสำหรับมนุษย์ โดยเฉพาะอย่างยิ่งผู้ที่อาศัยอยู่ในเมืองที่ชีวิตประจำวันมีแต่ความเร่งรีบต้องแข่งขันกับเวลา การนำเทคโนโลยีเข้ามาช่วยจึงมีความจำเป็นอย่างยิ่ง เพราะเทคโนโลยีสมัยใหม่นอกจากจะช่วยอำนวยความสะดวกในการทำงานแล้วยังช่วยย่นระยะเวลาทำกิจกรรมต่าง ๆ ให้สั้นลง
