แนวพระราชดำริ :
ส่งเสริมและสนับสนุนให้ชาวบ้านจัดทำธนาคารฟืนในพื้นที่จังหวัดแม่ฮ่องสอน ให้ราษฎรมีความรู้ ความเข้าใจและให้ความร่วมมือในการจัดทำและบริหารจัดการธนาคารฟืนประจำหมู่บ้าน ส่งเสริมให้ราษฎรทำเชี้อเพลิงอัดแท่ง และให้ศึกษาวิจัยและพัฒนาการแปรรูปเศษวัสดุจากธรรมชาติในท้องถิ่นเพื่อใช้เป็นเชื้อเพลิงทดแทนการใช้ฟืนจากไม้ในป่าธรรมชาติ

ความเป็นมา :
สมเด็จพระนางเจ้าฯ สิริกิติ์ พระบรมราชินีนาถ เสด็จพระราชดำเนินไปยังโครงการธนาคารอาหารชุมชน ตามพระราชดำริ บ้านนาป่าแยก หมู่ที่ 4 ตำบลหมอกจำปา อำเภอเมือง จังหวัดแม่ฮ่องสอน เมื่อวันที่ 25 กุมภาพันธ์ 2547 ทรงมีพระราชเสาวนีย์กับคณะทำงานโครงการธนาคารอาหารชุมชนตามพระราชดำริ ความว่า “พลังงานโดยธรรมชาติ จะขาดแคลนถ้าหากใช้ไม่ถูกวิธีหรือใช้ไม่จำกัดแบบไม่มีการทดแทน ถ้าให้ชาวบ้านทำธนาคารฟืนจะทำอย่างไร ให้ป่าไม้ลองไปคิดดู ปลูกป่าเพื่อทำฟืน หรือปลูกต้นไม้ทำฟืน โดยเฉพาะไม้โตเร็ว การทำธนาคารฟืน ต้นน้ำไม่หาย ต้นไม้ไม่หาย ป่ายังเหมือนเดิม”
ด้วยในวโรกาส ที่สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ได้เสด็จพระราชดำเนินไปยังโครงการธนาคารอาหารชุมชนตามพระราชดำริ บ้านนาป่าแปก หมู่ที่ 4 ตำบลหมอกจำแป่ อำเภอเมืองแม่ฮ่องสอน จังหวัดแม่ฮ่องสอน เมื่อวันที่ 25 กุมภาพันธ์ 2547 ทรงมีพระราชเสาวนีย์ กับคณะทำงานโครงการธนาคารอาหารชุมชนตามพระราชดำริ ความว่า
" พลังงานโดยธรรมชาติจะขาดแคลน ถ้าหากใช้ไม่ถูกวิธี หรือใช้ไม่จำกัดแบบไม่มีทดแทน ถ้าให้ชาวบ้านทำธนาคารฟืนจะทำอย่างไร ? ให้ป่าไม้ลองไปคิดดู
- ปลูกป่าเพื่อทำฟืน หรือปลูกต้นไม้ทำฟืนโดยเฉพาะ (ไม้โตเร็ว)

จากพระราชเสาวนีย์ดังกล่าว จังหวัดแม่ฮ่องสอน ได้มีหนังสือที่ มส 0016.2 / ว 2688
ลงวันที่ 23 กันยายน 2547 ส่งพระราชเสาวนีย์สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ให้คณะกรรมการดำเนินงานและประสานงานโครงการอันเนื่องมาจากพระราชดำริ ในเขตพื้นที่จังหวัดแม่ฮ่องสอน เพื่อทราบและพิจารณาให้หน่วยงานของกรมป่าไม้ดำเนินการต่อไปเพื่อสนองพระราชเสาวนีย์ของสมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ในการสนับสนุนและส่งเสริมให้ราษฎรในชนบทใช้เชื้อเพลิงฟืนอย่างถูกต้องและมีการทดแทน โดยไม่ส่งผลกระทบทำให้เกิดความเสียหายต่อทรัพยากรป่าไม้ในธรรมชาติ สำนักงานป่าไม้สาขาจังหวัดแม่ฮ่องสอน ได้รับทราบพระราชเสาวนีย์ และมอบหมายให้ฝ่ายจัดการป่าไม้ โดยโครงการธนาคารอาหารชุมชน อันเนื่องมาจากพระราชดำริ จังหวัดแม่ฮ่องสอน พิจารณาจัดทำโครงการธนาคารฟืนจังหวัดแม่ฮ่องสอนอันเนื่องมาจากพระราชดำริขึ้น และนำเสนอกรมป่าไม้เพื่อโปรดทราบและพิจารณาให้การสนับสนุน กรมป่าไม้ได้นำโครงการเสนอต่อสำนักงานคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ (กปร.) เพื่อขอรับการสนับสนุนงบประมาณการดำเนินงาน ต่อมาจึงได้รับอนุมัติงบประมาณให้ดำเนินงานโครงการได้ตามหนังสือสำนักงานคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ ที่ กร 0004/981 ลงวันที่ 26 เมษายน 2549 โดยให้เริ่มดำเนินงานตามแผนการปฏิบัติงานของโครงการตั้งแต่เดือนพฤษภาคม พ.ศ.2549 เป็นต้นไป
