ในกรณีที่เป็นการขออนุญาตเปิดบริการเดินอากาศแบบประจำมายังประเทศไทยเป็นครั้งแรก สายการบินจะต้องได้รับการแจ้งแต่งตั้ง
เป็นสายการบินที่กำหนดภายใต้ความตกลงว่าด้วยบริการเดินอากาศระหว่างไทยกับ ประเทศที่แต่งตั้งสายการบินนั้นและส่งเอกสารคำ
ขอเปิดบริการเดินอากาศแบบประจำพร้อมหลักฐานคุณสมบัติของสายการบินตามรายการที่กรมการบินพลเรือนกำหนด

2.2 ขออนุญาตบริการเดินอากาศแบบไม่ประจำ (Non-Scheduled Air Services) สามารถส่งคำขอตามแบบฟอร์มประเภทเที่ยวบิน ดังนี้

- ATD 1 สำหรับ CHARTER FLIGHT, CARGO CHARTER FLIGHT AND AIR TAXI OR OWN-USE CHARTER FLIGHT
- ATD 2 สำหรับ OVERFLIGHT, TECHNICAL LANDING AND PRIVATE FLIGHT
