ในการพัฒนาเครื่องตรวจกระดาษคำตอบแบบปรนัยโดยใช้กล้อง ใช้โปรแกรม Visual Studio 2010 ในการทำงานของระบบ แบ่งออกเป็น 2 ส่วน คือ ส่วนของอาจารย์ สามารถเพิ่มข้อมูลรายวิชา เพิ่มข้อมูลกระดาษคำตอบ ตรวจกระดาษคำตอบโดยการใช้กล้องเว็บแคมในการจับภาพกระดาษคำตอบของนักศึกษา และนำมาเปรียบเทียบกับกระดาษคำตอบที่ถูกต้อง ระบบจะประมวลผลออกมาเป็นคะแนนสอบ และส่วนของผู้ดูแลระบบ สามารถจัดการข้อมูลอาจารย์ ข้อมูลนักศึกษา ข้อมูลรายวิชา ข้อมูลสาขาวิชา และข้อมูลคณะ โดยใช้ภาษาชีชาร์ปในการเขียนโปรแกรม และใช้โปรแกรม MySQL เป็นโปรแกรมที่ใช้จัดการฐานข้อมูลในการเก็บข้อมูลทั้งหมด โดยแสดงคะแนนรวมของนักศึกษาแต่ละคน และสามารถรายงานผลออกมาในรูปแบบเอกสาร
จากการทดสอบการทำงานของเครื่องตรวจกระดาษคำตอบแบบปรนัยโดยใช้กล้อง พบว่าเครื่องตรวจกระดาษคำตอบโดยใช้กล้อง มีประสิทธิภาพการทำงาน การตรวจกระดาษคำตอบอยู่ในเกณฑ์เฉลี่ยร้อยละ 97 เปอร์เซ็นต์
