การพัฒนาหลักสูตรภาษาต่างประเทศ ศธ.ควรสนับสนุนงบประมาณศึกษาวิจัย เพื่อจัดทำหลัก-สูตรภาษาต่างประเทศที่เหมาะสมในแต่ละช่วงชั้น เช่น รูปแบบกิจกรรมและเนื้อหาในหลักสูตร ภาษาต่าง-ประเทศที่ควรสอนในแต่ละช่วงชั้น เป็นต้น ทั้งนี้ เพื่อให้เด็กและเยาวชนไทยทั่วประเทศได้รับการสอนผ่านหลักสูตรที่มีคุณภาพอย่างเท่าเทียมกัน
