This is due to the action of saving after editing the SC. Please advise requestor to edit the SC and POST it immediately after editing. Do not SAVE and then POST. When saving, it updates the database. And then when posting, the program checks, screen value is the same as database value. Hence it sees no change and approval flow is not retriggered.
