แผนพัฒนาฯ ฉบับที่ 13 ของจีนตั้งเป้าเศรษฐกิจเติบโตไม่ต่ำกว่าร้อยละ 6.5
ประธานาธิบดีสี จิ้นผิง กล่าวว่า อัตราการขยายตัวของเศรษฐกิจจีนโดยเฉลี่ยนจะต้องไม่ต่ำกว่าร้อยละ 6.5 ต่อปีใน 5 ปีข้างหน้า ซึ่งจะทำให้จีนบรรลุเป้าหมายในการทำให้ขนาดเศรษฐกิจและรายได้ของประชากรเพิ่มขึ้นอีก 1 เท่าภายในปี 2563

ประธานาธิบดีจีน ระบุว่า ในปี 2553 รายได้ของประชากรในเขตเมืองและเขตชนบทอยู่ที่ 19,109 หยวน และ 5,919 หยวน ตามลำดับ หากจะบรรลุเป้าหมายที่ให้รายได้ประชากรเพิ่มขึ้น 1 เท่าภายในปี 2563 เศรษฐกิจจีนจะต้องขยายตัวเฉลี่ยไม่ต่ำกว่าร้อยละ 6.5 ต่อปีใน 5 ปีข้างหน้า นอกจากนี้ การเปลี่ยนแปลงจากการเน้นอัตราเติบโตที่สูงเป็นการเน้นคุณภาพในการพัฒนาเศรษฐกิจจะช่วยยกระดับชีวิตความเป็นอยู่ของประชาชน
ในช่วงแผนพัฒนาฯ ฉบับที่ 12 (พ.ศ. 2553-2557) เศรษฐกิจจีนเติบโตเฉลี่ยร้อยละ 8 ต่อปี ซึ่งสูงกว่าเป้าหมายที่กำหนดไว้ที่ร้อยละ 7 โดยสถาบันวิจัยของต่างประเทศหลายแห่งมองว่า มีความเป็นไปได้ที่จีนจะสามารถรักษาอัตราการเติบโตทางเศรษฐกิจร้อยละ 6 ถึงร้อยละ 7 ใน 5 ปีข้างหน้า แต่ก็มีปัจจัยที่ไม่แน่นอนหลายอย่างซึ่งสร้างแรงกดดันค่อนข้างสูงให้เศรษฐกิจจีน ได้แก่
1) เศรษฐกิจและการค้าของโลกชะลอตัว 2) การเติบโตของการลงทุนและการบริโภคในจีนชะลอตัวและการสร้างตลาดใหม่ต้องใช้เวลา 3) การแก้ปัญหากำลังการผลิตเกินความต้องการ การปฏิรูปโครงสร้างอุตสาหกรรม และผลของนโยบายนวัตกรรมตองใช้เวลา 4) ข้อจำกัดด้านทรัพยากร คุณภาพของสิ่งแวดล้อม และการลดมลพิษกระทบต่อการเติบโตของเศรษฐกิจ และ 5) ความเสี่ยงจากภาระหนี้สิน
