1.1 การจำแนกประเภทของธุรกิจนำท่องเที่ยวตามลักษณะของการจัดบริการนำเที่ยว ได้แก่
1.1.1 ธุรกิจนำเที่ยวภายในประเทศ (domestic tour operator) หมายถึง การจัดนำนักท่องเที่ยวที่มีภูมิลำเนาในประเทศ เดินทางไปยังแหล่งท่องเที่ยวภายในประเทศนั้นๆ เช่น การจัดนำนักท่องเที่ยวไทยในเมืองไทย
1.1.2 ธุรกิจจัดนำเที่ยวนักท่องเที่ยวที่เดินทางมาจากต่างประเทศไปยังแหล่งท่องเที่ยวในประเทศ (inbound tour operator) เช่น ชาวอังกฤษหรือชาวเยอรมันเดินทางมาท่องเที่ยวประเทศไทย
1.1.3 ธุรกิจจัดนำเที่ยวภายในประเทศเดินทางไปแหล่งท่องเที่ยวต่างประเทศ (outbound tour operator) เช่น คนไทยเดินทางไปเที่ยวฮ่องกงหรือสหรัฐอเมริกา
1.2 การจำแนกประเภทของธุรกิจนำเที่ยวตามลักษณะและขอบเขตของการบริการ ได้แก่
1.2.1 ธุรกิจนำเที่ยวที่เสนอบริการแบบเหมารวม (package tour) เป็นธุรกิจจัดนำเที่ยวโดยรวมค่าบริการต่าง ๆ ในราคาแบบเบ็ดเสร็จ การนำเที่ยวมีกำหนดสถานที่ท่องเที่ยวและระยะเวลาที่แน่นอนและมักเดินทางเป็นกลุ่ม แบ่งออกเป็น 2 แบบ คือ
1) บริการเหมารวมที่มีผู้นำเที่ยว (escorted tour) นำเที่ยวแบบนี้จะมีผู้ดูแล หรือที่เรียกว่า หัวหน้าทัวร์ (tour escort) คอยอำนวยความสะดวกตลอดระยะเวลาการเดินทาง
2) บริการเหมารวมที่ไม่มีผู้นำเที่ยว (unescorted tour) เป็นการนำเที่ยวที่ให้บริการด้านต่าง ๆ ในราคาแบบเบ็ดเสร็จโดยไม่มีหัวหน้าร่วมเดินทางอำนวยความสะดวกด้วย แต่จะมีผู้ประกอบการภาคพื้นดินมารับ โดยนักท่องเที่ยวจะถือตั๋ว (voucher) ที่มีรายละเอียดการให้บริการต่างๆ ไปยื่นให้กับผู้ให้บริการ เช่นโรงแรม บริษัทนำเที่ยว สวนสนุก
1.2.2 ธุรกิจนำเที่ยวที่เสนอบริการเฉพาะกลุ่ม (group inclusive tour) เป็นการจัดบริการตามความต้องการหรือความสนใจของกลุ่ม ที่มักจะเป็นสมาชิกของสโมสร สมาคม หรือองค์การธุรกิจ ได้แก่ การนำเที่ยวชมด้านศิลปวัฒนธรรม เช่น วัด ปราสาทราชวัง หรือด้านธรรมชาติ เช่น ดูนก เดินป่า ไต่เขา หรือด้านกีฬา เช่น กอล์ฟ ดำน้ำดูปะการัง สมาชิกองค์การต่างๆ นิยมเดินทางเป็นกลุ่ม เช่น 15 คนขึ้นไป เพราะประหยัดค่าใช้จ่าย โดยเฉพาะในเรื่องค่ายานพาหนะ
1.2.3 ธุรกิจนำเที่ยวที่เสนอบริการอิสระ สำหรับนักท่องเที่ยวต่างประเทศและในประเทศเฉพาะราย (foreign individual tour and domestic individaul tour) เป็นการจัดนำเที่ยวตามความต้องการของนักท่องเที่ยว เช่น การจัดที่พักแรม พาหนะ การรับ-ส่งที่สนามบินหรือสถานขนส่ง อาหารบางมื้อ โดยอาจจัดให้มีการนำชมสถานที่ท่องเที่ยวรวมอยู่ในโปรแกรมด้วยกัน
1.2.4 ธุรกิจนำเที่ยวที่เสนอบริการลักษณะพิเศษ (specialty intermediaries/ channelers) เป็นธุรกิจที่เป็นตัวกลางระหว่างผู้ผลิต เช่น โรงแรม ภัตตาคาร แหล่งท่องเที่ยว ฯลฯ กับลูกค้าในการจัดนำเที่ยวเพื่อเป็นรางวัล หรือประชุม นิทรรศการ หรือเป็นผู้จัดเดินทางท่องเที่ยวที่ได้รับมอบอำนาจจากบริษัท หรือเป็นนายหน้าบริษัทรถโดยสาร
