เมื่อวันที่ 7 พฤศจิกายน 2556 ที่ผ่านมา ณ อาคารศศิพงศ์ประไพ สถาบันวิจัยและพัฒนาผู้ช่วยศาสตราจารย์ ดร.สุวรีย์ ยอดฉิม ผู้อำนวยการสถาบันวิจัยและพัฒนา ผู้ช่วยศาสตราจารย์ ดร.กฤษดา กรุดทอง คณบดีวิทยาลัยนวัตกรรมและการจัดการ อาจารย์รจนา จันทราสา รองผู้อำนวยการฝ่ายวิจัยและเผยแพร่ และอาจารย์คมสัน โสมณวัตร ได้ประชุมความร่วมมือด้านการวิจัยกับ สำนักงาน กศน. เพื่อพัฒนาข้อเสนอโครงการวิจัย โดยได้รับเกียรติจาก คุณประยุทธ์ หลักคำ ผู้อำนวยการศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยกลุ่มเป้าหมายพิเศษ และ คุณศิริวรรณ ทองสกุล ได้หารือเกี่ยวกับประเด็นและปัญหาที่จะพัฒนา ดังนี้ 1. การจัดการความรู้ให้กับครูผู้สอนคนพิการ
1.1 บุคลากรครูของ กศน. จบการศึกษาระดับปริญญาตรี ทุกสาขา จึงไม่มีบุคลากรที่เฉพาะทางในการสอนผู้พิการ และต้องการพัฒนาทักษะความรู้ความสามารถของครูผู้สอน ให้ตรงตามหลักวิชาและประเภทของผู้เรียนคนพิการ
1.2 ภารกิจของ กศน. เน้นการเรียนการสอนคนพิการ นอกจากการเรียนการสอน ยังมีภารกิจด้านอื่น ๆ อาทิ พัฒนาอาชีพ การเทียบระดับ บ้านหนังสืออัจฉริยะ ห้องเรียน EP ในแต่ละจังหวัด
1.3 หน้าที่ของ ครู กศน. มีภาระงานการสอนในศูนย์การศึกษา และการเดินทางไปสอนผู้พิการที่บ้านพัก
1.4 งบประมาณสนับสนุนรายปีที่จัดสรรโดย ครม. เป็นงบสิ่งอำนวยความสะดวกที่เกิดประโยชน์ต่อผู้เรียนคนพิการ 2,000 บาท/คน แต่ไม่ได้ลงสู่คนพิการ
1.5 ขาดการจัดทำแผนบริหารราชการและการติดตามประเมินผลการปฏิบัติงานของศูนย์การศึกษาในแต่ละจังหวัด
1.6 ผู้บริหารขาดความเข้าใจในการใช้งบประมาณและการจัดซื้อจัดจ้างให้ตรงกับความต้องการของผู้เรียน
1.7 ต้องการให้มีการจัดการเรียนการสอนมีประสิทธิภาพ มีหลักสูตรในการพัฒนาผู้เรียน และให้ได้ประโยชน์ต่อผู้เรียนคนพิการอย่างเต็มที่ ประเด็นปัญหาเหล่านี้คณาจารย์สามารถนำมาต่อยอดเป็นโจทย์วิจัยและบริการวิชาการโดยกำหนดพื้นที่ได้ทั่วประเทศ เพื่อการพัฒนาครูผู้สอนคนพิการ การพัฒนาหลักสูตรสำหรับผู้เรียนคนพิการ ทำให้ผู้เรียนคนพิการได้รับประโยชน์
