พิพิธภัณฑ์นี้จัดตั้งขึ้นตามวัตถุประสงค์และความตั้งใจของ รศ.วราพร สุรวดี ซึ่งนำบ้านและทรัพย์สินที่ได้รับจากมรดกจากมารดามาจัดเป็นพิพิธภัณฑ์เพื่อให้เยาวชนรุ่นหลังและผู้ที่สนใจได้ศึกษา และต่อมาได้โอนกรรมสิทธิ์ให้กรุงเทพมหานครดูแล เมื่อ 1 ตุลาคม พ.ศ. 2547
