เบื้องล่างของตราที่เท้าของพญาครุฑนั้นจับแพรแถบสีขาว บรรจุคำขวัญประจำชาติซึ่งเขียนเป็นภาษาอินโดนีเซียอย่างเก่า ความว่า"Bhinneka Tunggal lka" แปลได้ว่า "เอกภาพท่ามกลางความหลากหลาย"
เหตุที่เรียกชื่อตราพญาครุฑปัญจศีล เพราะในโล่กลางตรานี้ได้บรรจุสัญลักษณ์ของหลักการทางการเมือง 5 ข้อของอินโดนีเซีย (ปัญจศีล- ชื่อพ้องกับหลักปัญจศีลของพระพุทธศาสนา) ตรานี้ออกแบบโดยสุลต่านฮามิดที่ 2 แห่งปอนติอานัก (Sultan Hamid II of Pontianak) และได้ประกาศใช้เป็นตราแผ่นดินของอินโดนีเซียเมื่อวันที่ 11 กุมภาพันธ์ พ.ศ. 2493
