ตั้งอยู่ที่ บ้านแม่แคม หมู่ที่ 7 ต.สวนเขื่อน อ.เมือง จ.แพร่ พิกัดโดยประมาณ 47 QPA 339-050 ระวาง 5045 II ห่างจากที่ตั้งอำเภอประมาณ 14 กม. ห่างจากที่ตั้งจังหวัดประมาณ 14 กม.
ความเป็นมาของโครงการ
สำนักงานปลัดกระทรวงเกษตรและสหกรณ์ ได้มีหนังสือที่ กส.0205/1373 ลงวันที่ 14 สิงหาคม 2522 ถึงกรมฯ แจ้งว่า นายสำรวย พึ่งประสิทธิ์ ผู้ว่าราชการจังหวัดแพร่ ได้กราบเรียนรายงานข้อราชการต่อท่านรัฐมนตรีช่วยว่าการกระทรวงเกษตรและสหกรณ์ (พล.ต.สง่า กิตติขจร) ในคราวเดินทางไปตรวจราชการที่จังหวัดแพร่ และท่านรัฐมนตรีช่วยว่าการฯ ได้โปรดมีบัญชาให้กรมฯ พิจารณาและรายงานผลการพิจารณา เรื่อง การสร้างเหมืองฝายและทำนบกั้นน้ำที่อำเภอสองและอำเภอวังชิ้น พร้อมทั้งเร่งรัดการสร้างอ่างเก็บน้ำและซ่อมแซมฝาย ที่อำเภอเมือง อำเภอสูงเม่น และอำเภอร้องกวางด้วยนั้น กรมฯ ได้มีหนังสือที่ กส.0301/897 ลงวันที่ 11 กันยายน 2522 เรียนชี้แจงปลัดกระทรวงเกษตรและสหกรณ์ว่า กรมฯ ได้พิจารณาแล้ว การก่อสร้างอ่างเก็บน้ำห้วยแม่แคม ตำบลสวนเขื่อน อำเภอเมือง จังหวัดแพร่ โครงการนี้เป็นโครงการชลประทานขนาดกลาง ซึ่งต้องใช้งบประมาณก่อสร้างจำนวนมาก และจำเป็นต้องดำเนินการเป็นขั้นตอนโดยใช้เวลานานพอสมควรจึงจะขอตั้งงบประมาณและเปิดโครงการก่อสร้างต่อไปได้ กรมฯ ได้ทำการสำรวจภูมิประเทศในบริเวณตัวอ่างเก็บน้ำ รวมทั้งการตรวจเจาะธรณีฐานรากเบื้องต้นเสร็จแล้ว จะทำการศึกษาและจัดทำรายงานความเหมาะสมต่อไป
เมื่อวันที่ 23 กุมภาพันธ์ 2525 พระบาทสมเด็จพระเจ้าอยู่หัว ได้เสด็จพระราชดำเนินทอดพระเนตรโครงการอ่างเก็บน้ำห้วยเปาะตามพระราชดำริ และทรงเยี่ยมราษฎร ณ บริเวณอ่างเก็บน้ำห้วยเปาะในท้องที่บ้านลู ตำบลห้วยหม้าย อำเภอสอง จังหวัดแพร่ ได้พระราชดำริเกี่ยวกับงานชลประทาน ดังนี้ “ควรพิจารณาวางโครงการและก่อสร้างอ่างเก็บน้ำตามลำน้ำสาขาต่าง ๆ ของแม่น้ำยม เพื่อจัดหาน้ำให้ราษฎรหมู่บ้านต่าง ๆ ในเขตอำเภอสอง และอำเภอเมือง จังหวัดแพร่ สามารถมีน้ำทำการเพาะปลูกได้ทั้งในฤดูฝน-ฤดูแล้ง และมีน้ำใช้เพื่อการอุปโภคตลอดปีด้วย ตามที่ราษฎรหมู่บ้านต่าง ๆ ได้ทูลเกล้าฯ ถวายฎีกาขอพระราชทานอ่างเก็บน้ำต่าง ๆ ดังกล่าวควรพิจารณาก่อสร้างโดยเร่งด่วนตามความเหมาะสมต่อไป” ต่อมา ส.ต.อ.สุวรรณ สุวรรณรัตน์ ประธารสภาตำบลสวนเขื่อน ได้มีหนังสือที่ 20/2528 ลงวันที่ 4 ตุลาคม 2528 ถึงกรมฯ อ้างถึงคำร้องเรียนของราษฎร 5 หมู่บ้าน ในเขตตำบลสวนเขื่อน อำเภอเมือง จังหวัดแพร่ แจ้งว่าราษฎรในหมู่บ้านดังกล่าวได้รับความเดือดร้อนเนื่องจากขาดแคลนน้ำในการประกอบอาชีพการเกษตรและน้ำบริโภคในฤดูแล้งมาเป็นเวลาหลายปีติดต่อกัน ได้เรียกร้องให้สภาตำบลดำเนินการก่อสร้างอ่างเก็บน้ำทั้ง 3 แห่ง ตามแบบ พน.1 คือ อ่างเก็บน้ำห้วยเกว๋น อ่างเก็บน้ำห้วยเฮียะ และอ่างเก็บน้ำห้วยแม่แคม เพื่อช่วยบรรเทาและแก้ปัญหาความเดือดร้อนของราษฎรดังกล่าว สภาตำบลได้เสนอโครงการก่อสร้างอ่างเก็บน้ำทั้ง 3 โครงการนี้ไปยังอำเภอและจังหวัดหลายครั้งแล้ว แต่ไม่ได้รับอนุมัติงบประมาณเพื่อก่อสร้างอ่างเก็บน้ำดังกล่าว จึงขอให้กรมฯ ได้โปรดพิจารณาอนุมัติงบประมาณก่อสร้างอ่างเก็บน้ำดังกล่าวให้ด้วย กรมฯ โดยสำนักงานชลประทานที่ 2 ได้ส่งเจ้าหน้าที่ออกไปตรวจสภาพภูมิปะเทศประกอบการพิจารณาจากแผนที่มาตราส่วน 1 : 50,000 ตามที่ราษฎรร้องเรียนแล้ว ปรากฏว่าในลำห้วยแม่แคมบริเวณพิกัด 47 QPA 339-050 ตามแผนที่มาตราส่วน 1 : 50,000 ระวาง 5045-II มีลักษณะภูมิประเทศและสภาพทางอุทกวิทยาที่จะสามารถก่อสร้างทำนบดินปิดกั้นลำห้วยเพื่อเก็บกักน้ำได้ แต่ราคาค่าก่อสร้างโครงการจะสูงเกินหลักเกณฑ์ของงานชลประทานขนาดเล็ก ซึ่งในการศึกษาโครงการเบื้องต้นครั้งนี้จึงได้กำหนดลักษณะงานเป็นโครงการชลประทานขนาดกลาง โดยจะได้พิจารณาตามขั้นตอนและจัดทำรายงานเสนอกรมฯ เพื่อพิจารณาดำเนินการต่อไป
วัตถุประสงค์
1.ใช้เป็นแหล่งกักเก็บน้ำไว้ช่วยเหลือการเพาะปลูกให้แก่พื้นที่บางส่วนในเตตำบลร่องฟอง ตำบลบ้านถิ่น ตำบลน้ำชำ ตำบลเหมืองหม้อ ตำบลกาญจนาและตำบลป่าแดง อำเภอเมือง จังหวัดแพร่
2.เป็นแหล่งน้ำสำหรับการอุปโภค-บริโภคในช่วงฤดูแล้งของราษฎร และสัตว์เลี้ยงในเขตโครงการ
