วัดพระธาตุเจดีย์หลวง เป็นวัดที่เก่าแก่ของเมืองเชียงแสน สร้างโดยพระเจ้าแสนภู พระราชนัดดาของพ่อขุนเม็งรายมหาราช ปฐมกษัตริย์ของอาณาจักรล้านนาไท เมื่อ พ.ศ. 1887 (ประมาณกลางพุทธศตวรรษที่ 19 ) หลังจากนั้นพระเจ้าแสนภูได้เสด็จไปครองเมืองเชียงใหม่แทนพระราชบิดา คือ พระเจ้าชัยสงครามซึ่งเสด็จมาประทับยังเมืองเชียงราย พร้อมทั้งนำอัฐของพระราชบิดา คือพ่อขุนเม็งรายมหาราชที่เสด็จสวรรคตที่เชียงใหม่กลับมายังเมืองเชียงรายด้วย
วัดพระธาตุเจดีย์หลวง ตั้งอยู่ติดกับพิพิธภัณฑสถานแห่งชาติเชียงแสน ตำบลเวียง อำเภอเชียงแสน จังหวัดเชียงราย ชื่อวัดพระธาตุเจดีย์หลวง ได้มาจากพระเจดีย์องค์ใหญ่ที่ประดิษฐานอยู่ในวัดซึ่งสูงถึง 88 เมตร มีฐานกว้าง 24 เมตร เป็นพระเจดีย์ทรงระฆังแบบล้านนาที่ใหญ่ที่สุดในเมืองเชียงแสน

เจดีย์หลวง เป็นเจดีย์ประธานทรงระฆังฐานสูงแปดเหลี่ยม เป็นเจดีย์ที่ใหญ่ที่สุดของเมืองเชียงแสน สร้างขึ้นมาประมาณปี พ.ศ.1887 ต่อมามีสภาพเก่าทรุดโทรมเปลี่ยนแปลงไปตามกาลเวลา เจดีย์องค์ปัจจุบันที่เห็นอยู่ในสภาพดีนั้นเป็นเจดีย์ที่ก่อสร้างขึ้นมาใหม่บนฐานเดิมเมื่อปี พ.ศ. 2058
