AEC เป็นการพัฒนามาจากการเป็น สมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ ก่อตั้งขึ้นตามปฏิญญากรุงเทพฯ เมื่อ 8 สิงหาคม 2510 โดยมีประเทศผู้ก่อตั้งแรกเริ่ม 5 ประเทศ คือ อินโดนีเซีย มาเลเซีย ฟิลิปปินส์ สิงคโปร์ และไทย ต่อมาในปี 2527 บรูไน ก็ได้เข้าเป็นสมาชิก ตามด้วย 2538 เวียดนาม ก็เข้าร่วมเป็นสมาชิก ต่อมา 2540 ลาวและพม่า เข้าร่วม และปี 2542 กัมพูชา ก็ได้เข้าร่วมเป็นสมาชิกลำดับที่ 10 ทำให้ปัจจุบันอาเซียนเป็นกลุ่มเศรษฐกิจภูมิภาคขนาดใหญ่ มีประชากร รวมกันเกือบ 500 ล้านคน

จากนั้นในการประชุมสุดยอดอาเซียนครั้งที่ 9 ที่อินโดนีเซีย เมื่อ 7 ต.ค. 2546 ผู้นำประเทศสมาชิกอาเซียนได้ตกลงกันที่จะจัดตั้งประชาคมอาเซียน ซึ่งประกอบด้วย3 เสาหลัก คือ

1.ประชาคมเศรษฐกิจอาเซียน
2.ประชาคมสังคมและวัฒนธรรมอาเซียน
3.ประชาคมความมั่นคงอาเซียน

คำขวัญของอาเซียน คือ “ One Vision, One Identity, One Community.”

เดิมกำหนดเป้าหมายที่จะตั้งขึ้นในปี 2563 แต่ต่อมาได้ตกลงกันเลื่อนกำหนดให้เร็วขึ้นเป็นปี 2558 และก้าวสำคัญต่อมาคือการจัดทำปฏิญญาอาเซียน ซึ่งมีผลใช้บังคับแล้วตั้งแต่เดือนธันวาคม ปี 2552 นับเป็นการยกระดับความร่วมมือของอาเซียนเข้าสู่มิติใหม่ในการสร้างประชาคม โดยมีพื้นฐานที่แข็งแกร่งทางกฎหมายและมีองค์กรรองรับการดำเนินการเข้าสู่เป้าหมายดังกล่าวภายในปี 2558

ปัจจุบันประเทศสมาชิกอาเซียน รวม 10 ประเทศได้แก่ ไทย พม่า มาเลเซีย อินโดนีเซีย ฟิลิปปินส์ สิงคโปร์ เวียดนาม ลาว กัมพูชา บรูไน

สำหรับเสาหลักการจัดตั้งประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community หรือ AEC )ภายในปี 2558 เพื่อให้อาเซียนมีการเคลื่อนย้ายสินค้า บริการ การลงทุน แรงงานฝีมือ อย่างเสรี และเงินทุนที่เสรีขึ้นต่อมาในปี 2550 อาเซียนได้จัดทำพิมพ์เขียวเพื่อจัดตั้งประชาคมเศรษฐกิจอาเซียน เป็นแผนบูรณาการงานด้านเศรษฐกิจให้เห็นภาพรวมในการมุ่งไปสู่ AEC ซึ่งประกอบด้วยแผนงานเศรษฐกิจในด้าน ต่าง ๆ พร้อมกรอบระยะเวลาที่ชัดเจนในการดำเนินมาตรการต่าง ๆ จนบรรลุเป้าหมายในปี 2558 รวมทั้งการให้ความยืดหยุ่นตามที่ประเทศสมาชิกได้ตกลงกันล่วงหน้า

ในอนาคต AEC จะเป็นอาเซียน+3 โดยจะเพิ่มประเทศ จีน เกาหลีใต้ และญี่ปุ่น เข้ามาอยู่ด้วย และต่อไปก็จะมีการเจรจา อาเซียน+6 จะมีประเทศ จีน เกาหลีใต้ ญี่ปุ่น ออสเตรเลีย นิวซีแลนด์ และ อินเดียต่อไป
