การวิจัยนี้มีวัตถุประสงค์เพื่อ 1.เพื่อศึกษาลักษณะปัจจัยที่เกี่ยวข้องกับการเลื่อนวิทยฐานะของครู 2.เพื่อศึกษาการให้ความหมาย การให้คุณค่า และกระบวนการจัดทำการเลื่อนวิทยฐานะในวิชาชีพครู ตามความรู้สึกนึกคิดของครูในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาราชบุรีเขต 2 ประชากรที่ศึกษา คือ ข้าราชการครู คศ.2 และ คศ.3 ที่ปฏิบัติงานในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาราชบุรีเขต 2 จำนวน 536 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม และแนวคำถามการสัมภาษณ์ระดับลึกที่ผู้วิจัยสร้างขึ้น การวิเคราะห์ข้อมูลเชิงปริมาณใช้การวิเคราะห์ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ข้อมูลเชิงคุณภาพใช้การวิเคราะห์ตีความเพื่อสร้างข้อสรุปเชิงแนวคิด
