เมื่อปี พ.ศ. 2512 คณะรัฐมนตรีซึ่งนำโดยนายกรัฐมนตรี จอมพล ถนอม กิตติขจร มีมติเห็นชอบด้วยกับโครงการจัดสร้างสนามกีฬาที่หัวหมาก ขนาดความจุ 1 แสนคน ด้วยงบประมาณ 40 ล้านบาท ซึ่งเสนอเข้าสู่ที่ประชุม ตามที่องค์การส่งเสริมกีฬาแห่งประเทศไทย (อสกท.; ปัจจุบันคือการกีฬาแห่งประเทศไทย หรือ กกท.) นำเสนอมา แต่ยังไม่มีการก่อสร้าง เนื่องจากไม่มีงบประมาณ

จนกระทั่งในปี พ.ศ. 2528 ไพบูลย์ วัชรพรรณ ผู้ว่าการ กกท.คนแรก เสนอของบประมาณ 500 ล้านบาท สำหรับก่อสร้างสนามกีฬากลาง ขนาดความจุ 80,000 ที่นั่ง ภายในสนามกีฬาหัวหมาก เพื่อเฉลิมพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัว เนื่องในวโรกาสทรงเจริญพระชนมายุครบ 60 พรรษา และใช้ในการแข่งขันกีฬาระดับชาติร่วมกับสนามศุภชลาศัย ซึ่งได้รับความเห็นชอบ[3] โดยมอบหมายให้คณะสถาปัตยกรรมศาสตร์ จุฬาลงกรณ์มหาวิทยาลัยเป็นผู้ออกแบบ และทำสัญญาจ้าง ห้างหุ้นส่วนจำกัดวิวัฒน์ก่อสร้าง พร้อมทั้งจัดจ้าง บริษัท สยามซีเท็ค จำกัด เป็นผู้ควบคุมการก่อสร้าง เมื่อวันที่ 22 กันยายน พ.ศ. 2531 จนกระทั่งแล้วเสร็จเมื่อวันที่ 31 พฤษภาคม พ.ศ. 2538 รวมระยะเวลาก่อสร้างทั้งสิ้น 2,443 วัน คิดเป็นเงินทั้งสิ้น 630 ล้านบาท
