วิปสปช.เห็นด้วยลงประชามติรธน.ทั้งฉบับ เผยยกร่างก.ม.ประกอบรธน.หลัง6ส.ค.นี้
เมื่อเวลา 15.45 น.วันที่ 13 พ.ค.58 ที่รัฐสภา นายอลงกรณ์ พลบุตร เลขานุการวิปสปช. แถลงภายหลังการประชุมวิปสปช.ว่า การประชุมวันนี้เป็นการประชุมร่วมกันระหว่างวิปสปช. ประธานกรรมาธิการ 18 คณะ และคณะกรรมาธิการกระบวนการอีก 5 คณะ เพื่อหารือถึงเรื่องการทำประชามติร่างรัฐธรรมนูญ โดยที่ประชุมมีความเห็นว่า 1.เห็นด้วยกับการลงประชามติร่างรัฐธรรมนูญ 2.การออกเสียงประชามติดังกล่าวควรเป็นการลงประชามติทั้งฉบับภายหลังสปช.เห็นชอบร่างรัฐธรรมนูญดังกล่าวแล้ว
3.กระบวนการออกเสียงประชามติต้องรอบคอบ รอบรู้ และต้องทำให้ประชาชนเกิดความเข้าใจในสาระและเนื้อหาของร่างรัฐธรรมนูญอย่างแท้จริงก่อนที่จะมีการออกเสียงประชามติ โดยสปช.และกรรมาธิการยกร่างฯ พร้อมเป็น 2 หน่วยงานสำคัญในการให้ความรู้กับประชาน และ 4.หน่วยงานที่จะมาดำเนินการต้องวางกติกาและกฎเกณฑ์ให้โปร่งใสและเป็นที่ยอมรับได้ ทั้งนี้ ที่ประชุมยังมีการยกตัวอย่างด้วย เช่น แนวทางการออกเสียงประชามตินั้นควรจะต้องมีระยะเวลาให้ประชาชนได้ศึกษาก่อนไม่น้อยกว่า 90 วัน หรือทำเหมือนรัฐธรรมนูญปี 2540 ที่มีการจัดพิมพ์ร่างรัฐธรรมนูญกว่า 40 ล้านฉบับเพื่อให้ประชาชนได้ศึกษาก่อนลงเสียงประชามติ

นายอลงกรณ์ กล่าวอีกว่า ในสัปดาห์หน้าจะมีการประชุมในวันจันทร์ถึงวันพุธในวาระปฏิรูปอย่างต่อเนื่อง แต่จะยังไม่กำหนดว่าจะมีการหารือผลการประชุมในวันนี้ในที่ประชุมสปช.ด้วยหรือไม่ ขึ้นอยู่กับประธานสปช.ที่จะเป็นผู้กำหนดเวลาในการบรรจุในระเบียบวาระ สำหรับกฎหมายประกอบรัฐธรรมนูญนั้น จะดำเนินการยกร่างได้หลังวันที่ 6 ส.ค.2558 โดยจะแยกเป็น 2 ส่วนคือ 1.กฎหมายประกอบรัฐธรรมนูญ และ 2.กฎหมายปฏิรูป โดยในส่วนของกฎหมายประกอบรัฐธรรมนูญนั้น จะดำเนินการหลังร่างรัฐธรรมนูญผ่านความเห็นชอบแล้ว ขณะที่กฎหมายปฏิรูปนั้น อาจจะมีการแก้ไขในร่างรัฐธรรมนูญในเรื่องของการจัดทำกฎหมายปฏิรูป โดยอาจจะเพิ่มในบทเฉพาะกาล รวมถึงในบางหมวดของรัฐธรรมนูญ ซึ่งจะทำให้เนื้อหาในภาค 4 เรื่องการปฏิรูปและการสร้างความปรองดองของรัฐธรรมนูญนั้นสั้นลงด้วย
