แผนกทรัพยากรธรรมชาติ และ สิ่งแวดล้อมแขวงตกลง:
1. เห็นชอบรับรองรายงานศึกษาเบื้องต้นเกี่ยวกับผลกระทบสิ่งแวดล้อมและสังคม ฉบับเดือนตุลาคม 2014 ของโครงการก่อสร้างสายส่งไฟฟ้าแรงสูง 115 kV สถานีไฟฟ้าน้ำทง – เมืองห้วยทราย และ สถานีไฟฟ้าห้วยทรายแขวงบ่อแก้ว
2. ให้ผู้พัฒนาโครงการปฏิบัติตามเงื่อนไขดังนี้:
ก. รับผิดชอบโดยตรงต่อการศึกษา และข้อมูลที่ได้กำหนดไว้ในรายงานการศึกษาเบื้องต้น เกี่ยวกับผลกระทบต่อสิ่งแวดล้อม และแผนคุ้มครองสิ่งแวดล้อม ในกรณีมีผลกระทบทางด้านสิ่งแวดล้อมและสังคมเกิดขึ้นที่ไม่ได้ทำการศึกษาไว้ในแผนคุ้มครองดังกล่าว ผู้พัฒนาโครงการจะต้องรับผิดชอบเพิ่มเติมในการกำหนดมาตรการลดผลกระทบ และแก้ไขปัญหาเหล่านั้น พร้อมทั้งรับประกันให้มีงบประมาณเพียงพอ
ข. ทดแทนค่าเสียหายสำหรับที่ดิน และทรัพย์สินอื่นๆ ของประชาชนที่ได้รับผลกระทบจากการดำเนินโครงการโดยปฏิบัติตามกฎระเบียบกฎหมายอย่างเข้มงวด บนพื้นฐานการปรึกษาหารือ และการตกลงกันระหว่างผู้ได้รับผลกระทบกับผู้พัฒนาโครงการ
ค. ให้เอาใจใส่ในการจัดตั้งปฏิบัติตามมาตรการป้องกัน และลดผลกระทบต่อสิ่งแวดล้อมเป็นพิเศษ เช่น การจัดสิ่งเศษเหลือ ฝุ่น ปัญหาการพังทลายของดิน คุณภาพน้ำ เป็นต้น ซึ่งจะต้องได้รับการแก้ไขให้ถูกต้องตามเทคนิควิชาการ และจำกัดบริเวณพื้นที่บำบัดของเสียให้อยู่ในพื้นที่ที่กำหนดไว้ เพื่อให้เกิดผลกระทบน้อยที่สุด
ง. ภายหลังการก่อสร้างเสร็จ เจ้าของโครงการต้องปรับปรุงสภาพพื้นที่ และฟื้นฟูสภาพแวดล้อมต่างๆ ที่ได้รับผลกระทบจากโครงการการก่อสร้างให้คืนสู่สภาพที่สามารถใช้ประโยชน์ได้
จ. จัดทำรายงานการปฏิบัติมาตรการป้องกัน และแก้ไขผลกระทบต่อสิ่งแวดล้อมและสังคมของโครงการ ส่งให้แผนกทรัพยากรธรรมชาติ และสิ่งแวดล้อมแขวง รวมถึงหน่วยงานที่เกี่ยวข้อง ทุกๆ 3 เดือน 6 เดือน และ รายงานประจำปี
ใบรับรองฉบับนี้มีผลบังคับใช้ตั้งแต่วันที่ลงนามเป็นต้นไป
