นายยุทธนา วิริยะกิตติ ผู้ว่าราชการจังหวัดศรีสะเกษ ซึ่งระบุว่า เมื่อวันที่ 15 ธ.ค.ที่ผ่านมา ได้มี น.ส.ก้อย (นามสมมติ) ลูกจ้างชั่วคราวที่ว่าการแห่งหนึ่ง พร้อมญาติ ได้มาร้องทุกข์ว่าถูก นายอำเภอหนึ่งของจังหวัด ข่มขืนในบ้านพักเมื่อวันที่ 10 ธ.ค. และเมื่อวันที่ 14 ธ.ค. ผู้เสียหายได้ถูกนายอำเภอกอดหอมแก้มจับของสงวน แล้วตบหน้า 1 ทีภายในห้องทำงาน ก่อนวันที่ 15 ธ.ค. นายอำเภอคนดังกล่าวจะบุกไปบ้านเพื่อทำร้ายร่างกายอีกครั้ง

เบื้องต้น ตนได้รายงานให้อธิบดีกรมการปกครองทราบ และสั่งตั้งคณะกรรมการสอบข้อเท็จจริงที่เกิด และล่าสุดตนได้รับหนังสือสั่งการด่วนให้นายอำเภอคนดังกล่าว ไปช่วยราชการที่กรมการปกครอง กระทรวงมหาดไทย ในวันที่ 18 ธ.ค. 58 นี้ ด้าน พ.ต.อ.กฤษฎา ชัยสิทธิ์ ผู้กำกับการ สภ.น้ำเกลี้ยง ระบุ ขณะนี้ได้สั่งให้มีการรวบรวมพยานหลักฐานี่เกี่ยวข้องทั้งหมด ทั้งในส่วนคดีการข่มขืนและทำร้ายร่างกาย

ส่วน นายอำเภอ ที่ถูกกล่าวหา ยืนยันว่า ตนไม่ได้ข่มขืน น.ส.ก้อย แต่อย่างใด โดยเมื่อวันที่ 10 ธ.ค. ตนจะทำพิธีไหว้ศาลพระภูมิหน้าบ้านพักนายอำเภอ น.ส.ก้อย ซึ่งเป็นเลขาหน้าห้องของตนได้ขับรถจักรยานยนต์มาจอด และอาสาที่จะช่วยจัดทำพิธี โดยตนได้เปิดประตูบ้านให้ น.ส.ก้อย เข้ามา และเปิดประตูไว้ จนการประกอบพิธี และต่อมา วันที่ 14 ธ.ค. ตนได้เรียก น.ส.ก้อย มาตำหนิหลังพบมีพฤติกรรมไม่เหมาะ แต่ด้วยความที่ตนเป็นคนพูดเสียงดังทำให้ น.ส.ก้อย ตกใจและจะวิ่งหนี และทำท่าจะหกล้ม จนจึงเอามือไปรองศีรษะ แต่แหวนที่ตนสวมไปโดนหน้าจึงเป็นแผล

ทั้งนี้ต่อมาทราบว่า น.ส.ก้อย ได้แจ้งความ ตนจึงไปที่บ้าน น.ส.ก้อย ตอนกลางคืนเพื่อเจรจารับผิดชอบค่าเสียหาย แต่ปรากฏคนในหมู่บ้านพร้อมอาวุธกว่า30 คน ได้มาล้อมตน ก่อนมีชายสูงอายุคนหนึ่งกันเอาตัวของตนออกมาได้ หากตนข่มขืนจริง น.ส.ก้อย ก็น่าที่จะไปแจ้งความตั้งแต่วันที่เกิดเหตุ 10 ธ.ค.ที่ผ่านมา ตนจึงได้ตัดสินใจจ้างทนายความจำนวน 2 คน เพื่อแจ้งความกลับดำเนินคดีกับ น.ส.ก้อย และต่อสู้เพื่อยืนยันความบริสุทธิ์ของตนเอง รวมถึงตนจะเดินทางไปรายงานตัวเพื่อช่วยราชการที่กองการเจ้าหน้าที่ กรมการปกครอง ตามคำสั่งอธิบดีกรมการปกครองในวันนี้ (18 ธ.ค.)
