การเข้าเป็นสมาชิกของอาเซียน


ประเทศพม่า ได้เข้าร่วมเป็นสมาชิกอาเซียน เมื่อวันที่ 23 กรกฎาคม 2540 พร้อมๆ กับประเทศลาว ท่ามกลางคำวิพากษ์วิจารณ์จากรัฐบาลของประเทศในซีกโลกตะวันตก ซึ่งในขณะนั้นประเทศพม่ายังคงมีปัญหาทางการเมืองและมีการละเมิดสิทธิมนุษยชนอยู่สูง โดยในปี พ.ศ.2533 รัฐบาลประเทศพม่าได้จัดให้มีการเลือกตั้ง ซึ่งพรรคฝ่ายค้านนำโดยนางอองซานซูจี ชนะการเลือกตั้งท่วมท้นถึง 80% แต่รัฐบาลทหารพม่า ภายใต้การนำของ นายพลซอ หม่อง ในนามของ "สภาฟื้นฟูกฎระเบียบแห่งรัฐ" หรือ "สลอร์ค" (The State Law and Order Pestoration Council ; SLORC) ไม่ยอมรับผลการเลือกตั้ง ทำให้ประชาชนต่อต้านและเกิดเหตุการณ์จลาจลเพื่อเรียกร้องประชาธิปไตย รัฐบาลทหารจึงปราบปรามผู้ประท้วงอย่างรุนแรง ประชาชนเสียชีวิตหลายพันคน และยังคงกักตัวนางอองซานซูจีไว้ในบ้านพัก และปกครองประชาชนชาวพม่าอย่างกดขี่ ไร้สิทธิเสรีภาพ เหตุการณ์นี้เป็นที่สนใจของทั่วโลก และรัฐบาลทหารพม่าได้ถูกประณามจากสหประชาชาติและกลุ่มสิทธิมนุษยชนต่างๆ ดังนั้น เมื่อถึงเวลาที่พม่าเข้าร่วมเป็นสมาชิกอาเซียน จึงทำให้หลายประเทศมหาอำนาจฝ่ายตะวันตก อาทิ สหรัฐ อังกฤษ ออสเตรเลีย และกลุ่มประเทศสหภาพยุโรป คัดค้านการเข้าร่วมเป็นสมาชิกของพม่า โดยแสดงความเห็นว่า “อาเซียนยังไม่ควรรับพม่าเข้าเป็นสมาชิกจนกว่าสภาพทางการเมืองและการละเมิดสิทธิมนุษยชนในพม่าจะดีขึ้น”[4]

                  แต่อย่างไรก็ตาม อาเซียนยังคงยืนยันที่จะรับพม่าในช่วงระยะเวลาที่กำหนดไว้ โดยมีประเทศที่เป็นหัวหอกสำคัญในการสนับสนุนให้พม่าเข้าเป็นสมาชิกอาเซียน คือ มาเลเซีย ในสมัยอดีตนายกรัฐมนตรี มหาเธียร์ และอินโดนีเซีย ในสมัยอดีตประธานาธิบดี ซูฮาร์โต เหตุผลสำคัญในการที่ประเทศสมาชิกอาเซียนนำมาอ้างเพื่อสนับสนุนการเข้าเป็นสมาชิกอาเซียนของพม่า คือ
