การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพ และข้อเสนอแนะการจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญระดับปฐมวัยในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 2 กลุ่มตัวอย่าง ได้แก่ ครูผู้สอนระดับปฐมวัยในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 2 ปีการศึกษา 2557 รวมทั้งสิ้น 199 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม วิเคราะห์ข้อมูลโดยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัย พบว่า การจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญระดับปฐมวัยในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 2 โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านความรู้ความเข้าใจ รู้เป้าหมายของการจัดการศึกษาปฐมวัยอยู่ในระดับมาก รองลงมา คือ ด้านความสามารถในการจัดประสบการณ์การเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ อยู่ในระดับมาก ด้านความสามารถประเมินพัฒนาการของผู้เรียนครบทุกด้านอย่างเหมาะสมตามวัยและสอดคล้องกับสภาพจริงของการเรียนรู้อยู่ในระดับมาก และด้านความสามารถนำผลการประเมินพัฒนาการของผู้เรียนมาปรับการจัดประสบการณ์เพื่อพัฒนาศักยภาพผู้เรียนให้เต็มศักยภาพอยู่ในระดับปานกลาง ตามลำดับ
ข้อเสนอแนะ คือ ผู้บริหารสถานศึกษาควรส่งเสริมให้ครูมีส่วนร่วมในการออกแบบและพัฒนาหลักสูตร ผู้บริหารสถานศึกษาควรจัดวางตัวบุคลากรให้รับผิดชอบงานให้ชัดเจน และเท่าเทียมกัน ผู้บริหารสถานศึกษาควรส่งเสริมสนับสนุนให้มีการจัดอบรม สัมมนา มีกิจกรรมแลกเปลี่ยนเรียนรู้ระหว่างครูผู้สอนระดับปฐมวัยในเรื่องของการประเมินพัฒนาการเด็กปฐมวัย และผู้บริหารสถานศึกษาควรส่งเสริมสนับสนุนให้มีการจัดอบรม สัมมนา มีการแลกเปลี่ยนเรียนรู้ระหว่างครูผู้สอนระดับปฐมวัยในเรื่องของการนำผลการประเมินพัฒนาการของผู้เรียนมาปรับการจัดประสบการณ์เพื่อพัฒนาศักยภาพผู้เรียนให้เต็มศักยภาพ
