การเตรียมความพร้อมของประเทศไทยเพื่อก้าวสู่ประชาคมเศรษฐกิจอาเซียนในปี2558 นับเป็นเรื่องสำคัญและเร่งด่วนของประเทศในวันนี้ ในช่วงหนึ่งปีที่ผ่านมาผู้เขียนได้มีโอกาสเข้าร่วมโครงการวิจัยเรื่องการพัฒนาบุคลากรและผลิตภาพบุคลากรเพื่อรองรับการเปิดเสรีอาเซียน ซึ่งมี รศ.ดร.พัชราวลัย วงศ์บุญสิน อาจารย์ประจำวิทยาลัยประชากรศาสตร์ จุฬาลงกรณ์มหาวิทยาลัยเป็นหัวหน้าโครงการ และคณะผู้วิจัยประกอบด้วยอาจารย์หลายท่านจากวิทยาลัยประชากรศาสตร์ คณะเศรษฐศาสตร์ และคณะครุศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย โดยในส่วนของผู้เขียนได้เน้นศึกษาการเปิดเสรีการศึกษาระดับอุดมศึกษา ร่วมกับ Dr Chantal Herberholz อาจารย์ประจำคณะเศรษฐศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย

สำหรับโครงการวิจัยนี้ มีที่มาจากแนวคิดว่าการเปิดเสรีด้านการศึกษาจะส่งผลให้เกิดการเคลื่อนย้ายองค์ความรู้ภาษา และวัฒนธรรม และจะมีผลต่อการพัฒนาทรัพยากรมนุษย์ ดังนั้นภาคส่วนที่เกี่ยวข้องกับการศึกษาจึงจำเป็นต้องปรับตัวเพื่อเตรียมความพร้อมสำหรับสถานการณ์ที่กำลังเปลี่ยนแปลง
