ระดับที่ ๓ การติดตามประเมินผลและสำรวจความพึงพอใจในระดับพื้นที่ ต่อการดำเนินงานของ กอ.รมน. ทั้งในระดับนโยบายและยุทธศาสตร์ แนวทาง กลไกและการประสานงาน รวมทั้งผลสัมฤทธิ์ที่เกิดขึ้นในภาพรวม และในแต่ละพื้นที่ โดยร่วมกับสถาบันการศึกษาหรือองค์กรภายนอกที่เป็นกลาง

กรอบการประเมินผลการดำเนินงานของ กอ.รมน.

ดำเนินการประเมินผลตามหลักวิชาการ ด้วยความยุติธรรมและเป็นกลาง โดยยึดหลักการ“ประเมินเพื่อการพัฒนา” พร้อมกับทำหน้าที่เป็นกระจกสะท้อนให้เห็นถึงความก้าวหน้าในการทำงานของหน่วยและแจ้งเตือน เสนอแนะ ชี้ข้อบกพร่องและแนวทางในการแก้ไข ให้กับผู้บังคับบัญชาในการปรับปรุงพัฒนาการดำเนินงานต่อไป

วิธีดังกล่าว จะประเมินผล โดยเน้นที่การประเมินประสิทธิภาพการทำงานด้านบริหารจัดการของเจ้าหน้าที่ กอ.รมน. ในทุกระดับ และประเมินผลลัพธ์ (Out put) ของงานโครงการต่างๆ โดยวัดที่ประชาชนผู้มีส่วนได้ส่วนเสียจากผลการดำเนินโครงการของ กอ.รมน. โดยแบ่งกระบวนการติดตามประเมินผลเป็น ๓ ระดับ ดังนี้

ระดับที่ ๑ การติดตามประเมินผลในระดับนโยบายและยุทธศาสตร์ เพื่อทราบความคืบหน้าในการทำงานและการบรรลุเป้าหมายในระดับยุทธศาสตร์ที่กำหนดไว้ รวมทั้งปัญหาอุปสรรคต่างๆ ที่เกิดขึ้น โดยพิจารณาแต่งตั้งคณะกรรมการ/อนุกรรมการ ติดตามประเมินผลที่มีผู้แทนจากส่วนราชการต่างๆ ที่เกี่ยวข้องทั้งภายในและหรือภายนอก กอ.รมน. ร่วมเป็นคณะกรรมการฯ

ระดับที่ ๒ การติดตามประเมินผลในระดับปฏิบัติการ เพื่อทราบผลสัมฤทธิ์ในการดำเนินงานตามแผนงาน/โครงการ โดยคัดเลือกเฉพาะแผนงาน โครงการที่สำคัญและสำรวจความพึงพอใจของประชาชน รวมถึงเจ้าหน้าที่ที่เกี่ยวข้องในระดับพื้นที่ ต่อการดำเนินงานของ กอ.รมน.ได้แก่ การประเมินขั้นตอนการปฏิบัติงาน เป็นการประเมินขั้นตอนการปฏิบัติงานของหน่วย กอ.รมน.ส่วนกลาง, กอ.รมน.ภาค และ กอ.รมน.จังหวัด ตามดัชนีชี้วัดขั้นตอนการปฏิบัติงาน (Milestone) และ ดัชนีชี้วัดการปฏิบัติงาน (KPI) ที่กำหนดในคู่มือการประเมินผลการประเมินผลลัพธ์การดำเนินงานของโครงการต่างๆ เน้นที่การประเมินผลลัพธ์ของโครงการต่างๆ ตามตัวชี้วัดที่กำหนดในแต่ละโครงการ ตามแผนการดำเนินงานประจำปีของ กอ.รมน. และสำรวจความพึงพอใจของประชาชน รวมถึงเจ้าหน้าที่ที่เกี่ยวข้องในการดำเนินงานตามโครงการต่างๆ ของ กอ.รมน. โดยอาจจัดจ้างสถาบันการศึกษาที่มีชื่อเสียงเป็นผู้ประเมิน ภายใต้การกำกับดูแลของคณะกรรมการวิจัยและประเมินผล กอ.รมน.
