สวนหลวง ร.๙ เกิดจากแนวความคิดของกลุ่มบุคคล และส่วนราชการฝ่ายต่างๆ ช่วยกันดำเนินการ รวมทั้งการบริจาคทุนทรัพย์จากประชาชนชาวไทยคนละเล็กคนละน้อย จนทำให้เกิดเป็นสวนขนาดใหญ่ เพื่อน้อมเกล้าน้อมกระหม่อมถวาย เนื่องในศุภมงคลสมัย ที่พระบาทสมเด็จพระเจ้าอยู่หัว ทรงเจริญพระชนมพรรษาครบ ๕ รอบ ในวันที่ ๕ ธันวาคม พุทธศักราช ๒๕๓๐

ซึ่งมีวัตถุประสงค์ ให้สวนหลวง ร.๙ เป็นสถานที่ส่งเสริมวิชาการทางด้านพฤกษศาสตร์ มีการปลูกรวบรวมพรรณไม้ต่างๆ เพื่อการศึกษา เป็นสถานที่พักผ่อนหย่อนใจ รวมทั้งปลูกฝังทัศนคติการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม โดยพระบาทสมเด็จพระเจ้าอยู่หัวได้เสด็จพระราชดำเนินเปิดสวนหลวง ร.๙ เมื่อวันที่ ๑ ธันวาคม พุทธศักราช ๒๕๓๐
