ขั้นตอนที่ 1

ขั้นตอนที่ 2
ขึ้นทะเบียนเป็นผู้ส่งออกข้าว ที่กองบริหารการค้าข้าวกรมการค้าต่างประเทศ

ขั้นตอนที่ 3
กรณีส่งออกข้าวที่เป็นสินค้ามาตรฐาน ได้แก่ ข้าวหอมมะลิไทย และข้าวขาว 100% ชั้น1 ข้าวขาว 100% ชั้น2 ข้าวขาว 100% ชั้น 3 ข้าวขาว 5% ข้าวขาว 10% ข้าวขาว15% ข้าวขาว 25% เลิศ และข้าวขาว 25% ต้องจดทะเบียนเป็นผู้ทำ การค้าขาออกซึ่งสินค้ามาตรฐานข้าวหอมมะลิไทย หรือผู้ทำการค้าขาออกซึ่งสินค้ามาตรฐานข้าวขาวที่สำนักงานมาตรฐานสินค้า กรมการค้าต่างประเทศ (กำหนดอายุถึง วันที่ 31 ธันวาคม ของทุกปี)

ขอใบอนุญาตส่งออกข้าว (ข้าวทุกชนิด/ประเภท) ที่สำนักบริการการค้าต่างประเทศ กรมการค้าต่างประเทศ

ขั้นตอนที่ 5
ตรวจสอบคุณภาพข้าวก่อนส่งออกไปต่างประเทศ ดังนี้

- กรณีส่งออกข้าวที่ไม่ใช่สินค้ามาตรฐาน ให้แจ้งสำนักงานคณะกรรมการตรวจข้าวสภาหอการค้าแห่งประเทศไทย

- กรณีส่งออกข้าวที่เป็นสินค้ามาตรฐาน ให้ยื่นคำ ขอให้ออกใบรับรองมาตรฐานสินค้า (มส.13/1) ที่สำนักงานมาตรฐานสินค้ากรมการค้าต่างประเทศ แจ้งผู้ประกอบธุรกิจตรวจสอบมาตรฐานสินค้า (บริษัทเซอร์เวย์) ที่ได้รับอนุญาตจากสำนักงานมาตรฐานสินค้า กรมการค้าต่างประเทศ เพื่อตรวจสอบคุณภาพมาตรฐานสินค้าข้าวหอมมะลิไทย และ/หรือข้าวขาว

ขั้นตอนที่ 6
ขอใบรับรองมาตรฐานสินค้า (มส.24/1) ที่สำนักงานมาตรฐานสินค้า กรมการค้าต่างประเทศ

ขั้นตอนที่ 7
ดำเนินพิธีการส่งออกที่กรมศุลกากร โดยการส่งข้าวออกไปจำหน่ายต่างประเทศไม่ต้องเสียภาษีอากรในการส่งออก

ขั้นตอนที่ 8
รายงานการส่งออกสินค้ามาตรฐานข้าวหอมมะลิไทยและ/หรือข้าวขาว ต่อสำนักงานมาตรฐานสินค้า กรมการค้าต่างประเทศ(ภายใน 15 วันนับแต่วันที่ส่งออก)
