มีพื้นที่รับผิดชอบทั้งสิ้น ๗๖ ตารางกิโลเมตร หรือประมาณ ๔๗,๒๙๐ ไร่ ปัจจุบันมีหมู่บ้านทั้งสิ้น ๑๔ หมู่บ้าน โดยมีหมู่บ้านเต็มทั้งหมู่บ้านจำนวน ๙ หมู่บ้าน ได้แก่ ๓, ๕, ๖, ๗, ๑๐, ๑๑, ๑๒, ๑๓, ๑๔ และหมู่บ้านเต็มบางส่วนจำนวน ได้แก่ ๑, ๒, ๔, ๘, ๙

วิสัยทัศน์
องค์การบริหารส่วนตำบลโนนสมบูรณ์ ได้กำหนดวิสัยทัศน์เพื่อแสดงให้เห็นสิ่งที่เป็นอยู่และเสนอความมุ่งมั่นและจุดยืนที่จะผลักดันให้เกิดขึ้น โดยการมีส่วนร่วมของทุกภาคีเพื่อพัฒนาองค์การบริหารส่วนตำบลโนนสมบูรณ์ให้เจริญก้าวหน้าพร้อมกันไปในทุก ๆ ด้าน ในช่วงระยะเวลา 5 ปี (พ.ศ. 2551-2555) ซึ่งมีวิสัยทัศน์ดังนี้
“ โนนสมบูรณ์น่าอยู่ ทรัพยากรสมบูรณ์ แหล่งเรียนรู้ก้าวหน้า
คมนาคมสะดวก ก้าวล้ำเศรษฐกิจ ชีวิตพอเพียง ”

พันธกิจ
เพื่อให้องค์การบริหารส่วนตำบลโนนสมบูรณ์ มีทิศทางในการดำเนินงานที่ตอบสนองวิสัยทัศน์ พันธกิจ และยุทธศาสตร์ของอำเภอ จังหวัด กลุ่มจังหวัด ยุทธศาสตร์แห่งชาติ จึงกำหนดผลผลิตตามตัวชี้วัดต่าง ๆ ตามภารกิจหลักทั้งสิ้น 5 ด้าน คือ
1. พัฒนาโครงสร้างพื้นฐานให้ได้มาตรฐานและเพียงพอกับความต้องการของประชาชน
2. สร้างพื้นฐานทางด้านเศรษฐกิจให้แก่ประชาชนในเขตองค์การบริหารส่วนตำบล
3. สร้างสุขภาพอนามัยและคุณภาพชีวิตที่ดีให้แก่ประชาชน
4. สร้างดุลยภาพของทรัพยากรธรรมชาติและแก้ไขปัญหาสิ่งแวดล้อม
5. การบริหารราชการที่ดี โดยการมีส่วนร่วมของประชาชนและตามหลักธรรมาภิบาล
