สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ เสด็จทอดพระเนตรพื้นที่บริเวณดอยดำ ตำบลเมืองแหง อำเภอเวียงแหง จังหวัดเชียงใหม่ เมื่อวันที่ 21 มกราคม 2545 เวลา 16.20 น. ทรงมีพระราชดำริให้จัดตั้งโครงการ “บ้านเล็กในป่าใหญ่” ขึ้น โดยมอบหน้าที่ให้ชาวบ้านในโครงการดูแลและปลูกฟื้นฟูพื้นที่ป่าบริเวณใกล้เคียง พร้อมทั้งเป็นเสมือนยามเฝ้าระวังชายแดนด้วย แต่พื้นที่อยู่ในเขตอุทยานแห่งชาติห้วยน้ำดัง, เขตชั้นคุณภาพลุ่มน้ำชั้นที่ 1 และ 2 จึงเกิดข้อจำกัดด้านกฎหมายและระเบียบปฏิบัติ การแก้ไขจึงต้องดำเนินการในลักษณะโครงการทดลองทางวิชาการเพื่อการบำรุงรักษาอุทยานแห่งชาติ ตามนัยมาตรา 19 แห่งพระราชบัญญัติอุทยานแห่งชาติ พ.ศ. 2507 และตามระเบียบต้องดำเนินการโดยพนักงานเจ้าหน้าที่กรมป่าไม้ (หัวหน้าอุทยานแห่งชาติ/ผู้ได้รับมอบหมาย) สำนักงานป่าไม้เขตเชียงใหม่ (สำนักบริหารพื้นที่อนุรักษ์ที่ 16 ในปัจจุบัน) ได้มีหนังสือสำนักงานป่าไม้เขตเชียงใหม่ ด่วนที่สุดที่ กษ 0723.7/1893 ลงวันที่ 17 มิถุนายน 2545 ขออนุมัติใช้พื้นที่ลุ่มน้ำแม่หาดเนื้อที่ 16,850 ไร่ เป็นพื้นที่ดำเนินการโครงการ พร้อมขออนุมัติแต่งตั้งเจ้าหน้าที่ผู้ปฏิบัติงาน และต่อมากรมป่าไม้ได้ออกคำสั่งกรมป่าไม้ที่ 1961/2545 ลงวันที่ 23 กันยายน 2545 เรื่องแต่งตั้งคณะทำงานโครงการทดลองให้คนอยู่กับป่าอย่างยั่งยืนในลักษณะ “บ้านเล็กในป่าใหญ่ ดอยดำ ตามพระราชดำริ” ขึ้น
