โครงการพระราชดำริฝนหลวง เป็นโครงการที่ก่อกำเนิดจากพระมหากรุณาธิคุณที่ห่วงใยในความทุกข์ยากของพสกนิกรในท้องถิ่นทุรกันดาร ที่ต้องประสบปัญหาการขาดแคลนน้ำเพื่ออุปโภค บริโภค และเกษตรกรรม อันเนื่องมาจากภาวะแห้งแล้ง ซึ่งมีสาเหตุมาจากความผันแปร และความคลาดเคลื่อนของฤดูกาลตามธรรมชาติ


นับตั้งแต่ ม.ร.ว.เทพฤทธิ์ เทวกุล ได้รับสนองพระราชดำริไปดำเนินการศึกษาค้นคว้าทดลองโปรยสารเคมีด้วยเครื่องบินเป็นครั้งแรก ณ วนอุทยานแห่งชาติเขาใหญ่ เมื่อ ๒ กรกฎาคม ๒๕๑๒ จากนั้นเป็นต้นมา ก็มีการขยายผลการปฏิบัติไปช่วยเหลือเกษตรกรในพื้นที่ต่างๆ เป็นประจำทุกปี จนรัฐบาลได้ตราพระราชกฤษฎีกา ก่อตั้งสำนักงานปฏิบัติการฝนหลวง ในสังกัดสำนักงานปลัดกระทรวงเกษตรและสหกรณ์ เมื่อ พ.ศ.๒๕๑๘


พระราชกรณียกิจที่เกี่ยวกับฝนหลวง เป็นวันที่พระบาทสมเด็จพระเจ้าอยู่วางแผนสาธิตการทำฝนหลวงลงอ่างเก็บน้ำเขื่อนแก่งกระจาน จังหวัดเพชรบุรี ให้ผู้แทนจากประเทศสิงคโปร์ชมวางแผนปฏิบัติการด้วยพระองค์เอง สามารถทำให้ฝนตกลงสู่พื้นที่เป้าหมายอ่างเก็บน้ำได้อย่างแม่นยำภายในเวลาที่กำหนด


ภารกิจของสำนักงานปฏิบัติการฝนหลวงมีเพิ่มมากขึ้นตามลำดับ และเพื่อให้การปฏิบัติงานมีความคล่องตัวยิ่งขึ้น เมื่อ พ.ศ.๒๕๓๕ คณะรัฐมนตรีจึงเห็นชอบให้รวมสำนักงานปฏิบัติการฝนหลวงกับกองบินเกษตรเข้าเป็นหน่วยงานเดียว ชื่อว่า "สำนักฝนหลวงและการบินเกษตร"


กองทัพอากาศได้เข้ามารับสนองพระราชดำริในโครงการฝนหลวงอย่างจริงจัง ตั้งแต่ พ.ศ.๒๕๑๕ เนื่องจากในปีนั้นได้เกิดภาวะฝนแล้งผิดปกติในฤดูเพาะปลูก และเกิดขาดแคลนน้ำอย่างหนัก กองทัพอากาศจึงได้จัดเครื่องบินพร้อมเจ้าหน้าที่สนับสนุนการปฏิบัติการฝนหลวงตามที่กระทรวงเกษตรและสหกรณ์ร้องขอ จนถึง พ.ศ.๒๕๓๗ ผู้บัญชาการทหารอากาศ ตระหนักถึงความสำคัญและประโยชน์ที่ประเทศชาติจะได้รับจากโครงการฝนหลวงในพระราชดำริ จึงได้จัดตั้งศูนย์ปฏิบัติการฝนหลวงกองทัพอากาศขึ้น เพื่อวางแผน อำนวยการ ควบคุม กำกับการ และประสานการปฏิบัติร่วมกับกระทรวงเกษตรและสหกรณ์


ในการปฏิบัติการฝนหลวงของกองทัพอากาศ มิใช่เพียงการใช้เครื่องบินและกำลังพลเข้าปฏิบัติการเท่านั้น หากแต่ยังได้จัดทำ

โครงการวิจัยและพัฒนากระสุนสารเคมีซิลเวร์ไอโอไดด์ ที่ใช้กับเครื่องบินที่ปฏิบัติการทำฝนหลวงในเมฆเย็น

ในปีเดียวกันนี้เอง กองทัพเรือก็ได้มีโอกาสเข้าร่วมปฏิบัติงานในโครงการปฏิบัติฝนหลวงพิเศษตามพระราชดำริ ภายใต้โครงการน้ำพระทัยจากในหลวง หรือโครงการอีสานเขียว และในทุกปีที่ผ่านมา ในส่วนของกองเรือยุทธการ จะทำพิธีส่งเจ้าหน้าที่ชุดปฏิบัติการฝนหลวงพิเศษกองทัพเรือ ประมาณต้นเดือนมีนาคม ณ กองการบินทหารเรือ จะมีโอกาสอวดธงราชนาวีเหนือน่านฟ้าของไทย ในภารกิจบรรเทาความเดือดร้อนให้กับประชาชน


บัดนี้ โครงการฝนหลวงที่พระบาทสมเด็จพระเจ้าอยู่หัวได้พระราชทานแนวพระราชดำริไว้ ตั้งแต่ พ.ศ.๒๔๙๘ ได้ก่อให้เกิดประโยชน์อย่างมหาศาลแก่อาณาประชาราษฎร์ ช่วยให้พื้นที่ที่เคยแห้งแล้งกลับมีความชุ่มชื่น ก่อให้เกิดความชุ่มฉ่ำแก่แผ่นดิน แม้แต่น้ำในเขื่อนต่างๆ ที่ใกล้จะหมดก็มีปริมาณมากขึ้น ทั้งนี้ด้วยพระอัจฉริยภาพและพระปรีชาญาณ ในพระบาทสมเด็จพระจ้าอยู่หัว ภูมิพลอดุลยเดชมหาราช อย่างแท้จริง
