ผลจากการประชุมสุดยอดอาเซียน ครั้งที่ 9 ณ เกาะบาหลี ประเทศอินโดนีเซีย ได้กำหนดให้จัดทำข้อตกลงยอมรับร่วมกัน (Mutual Recognition Arrangements : MRAs) ด้าน คุณสมบัติในสาขาวิชาชีพหลัก เพื่ออำนวยความสะดวกในการเคลื่อนย้ายนักวิชาชีพ หรือแรงงานเชี่ยวชาญ หรือผู้มีความสามารถพิเศษของอาเซียนได้อย่างเสรี ด้านคุณสมบัติในสาขาอาชีพหลัก เพื่ออำนวยความสะดวกในการเคลื่อนย้าย นักวิชาชีพ แรงงานเชี่ยวชาญ หรือผู้มีความสามารถพิเศษได้อย่างเสรี ข้อตกลงเรื่องการเคลื่อนย้ายแรงงาน ฝีมือไปทำงานในประเทศกลุ่มอาเซียนทั้ง 10 ประเทศ ได้อย่างเสรี ได้กำหนดครอบคลุม 8 อาชีพ และก็มีข่าวว่าอาจจะมีการเพิ่มจำนวนอาชีพขึ้นมาอีกในลำดับถัดไป สำหรับ 8 อาชีพที่มีข้อตกลงกันแล้วให้สามารถเคลื่อนย้ายไปทำงานได้อย่างเสรี ได้แก่

- อาชีพวิศวกร (Engineering Services)
- อาชีพพยาบาล (Nursing Services)
- อาชีพสถาปนิก (Architectural Services)
- อาชีพการสารวจ (Surveying Qualifications)
- อาชีพนักบัญชี (Accountancy Services)
- อาชีพทันตแพทย์ (Dental Practitioners)
- อาชีพแพทย์ (Medical Practitioners)
- อาชีพการบริการ/การท่องเที่ยว (Tourism)

และการเคลื่อนย้ายแรงงานฝีมือเสรีในกลุ่ม 8 อาชีพนั้น มีผลดีต่อไทยไม่น้อย เพราะในภาพรวม สถาบันการศึกษา ระดับอุดมศึกษาในไทยมีศักยภาพในด้านการผลิตบุคลากรในสายวิชาชีพทั้ง 8 ได้อย่างมีประสิทธิภาพสูง ซึ่งทำ ให้ผู้จบ การศึกษาในสายวิชาชีพทั้ง 8 ตั้งแต่ระดับปริญญาตรีจนถึงปริญญาเอกมีตลาดงานที่เปิดกว้างมากขึ้น
