วิทยาเขตหนองคาย จัดตั้งขึ้นตามนโยบา

วิทยาเขตหนองคาย จัดตั้งขึ้นตามนโยบายกระจายความเจริญไปสู่ภูมิภาคของรัฐบาล และเป็นโครงการที่ได้รับการบรรจุไว้ในแผนพัฒนามหาวิทยาลัยขอนแก่นระยะที่ 8 (พ.ศ. 2540-2544) ในปี พ.ศ. 2539 มีการเริ่มดำเนินการก่อสร้างอาคารเรียน เพื่อใช้ในการจัดการเรียนการสอน โดยมีจุดมุ่งหมายหลักเพื่อผลิตบัณฑิตที่กอปรด้วยความรู้ความสามารถมีประสบการณ์ทางด้านวิชาการ และวิชาชีพชั้นสูงเทียบเท่ามาตรฐานระดับสากล มีคุณธรรม จริยธรรม และจรรยาบรรณแห่งวิชาชีพ เป็นบัณฑิตที่มีความคิดริเริ่มสร้างสรรค์ สามารถประยุกต์ทฤษฎีวิชาการไปใช้ในชีวิตประจำวัน และเป็นบุคคลผู้ใฝ่เรียนรู้ตลอดชีพ มุ่งพัฒนาคุณภาพบัณฑิต ผลิตงานวิจัยสามารถให้บริการวิชาการแก่ชุมชนได้ พร้อมเป็นขุมปัญญาใหม่ของภูมิภาคตะวันออกเฉียงเหนือตอนบน และเป็นประตู แห่งการขยาย สหวิทยาการไปสู่อนุภูมิภาคลุ่มน้ำโขง และมีการจัดการศึกษาวิชาชีพชั้นสูง ศึกษาค้นคว้าวิจัย ทำนุบำรุงศิลปวัฒนธรรม การประสานศาสตร์หลากหลายวิชาทั้งวิทยาศาสตร์ เทคโนโลยี สังคมศาสตร์ เพื่อผลิตบัณฑิตที่มีคุณภาพ มีลักษณะที่พึงประสงค์ตามปณิธานของการก่อตั้งวิทยาเขตหนองคาย พร้อมมุ่งเน้นการวิจัยเพื่อนำไปสู่การพัฒนาศาสตร์ สาขาวิชาแขนงต่างๆ ประยุกต์ภูมิปัญญาท้องถิ่น ภูมิปัญญาไทย นำไปสู่การพัฒนาประเทศอย่างมีประสิทธิภาพ โดยเฉพาะเขตภาคตะวันออกเฉียงเหนือ และขยายบทบาทของวิทยาเขตไปสู่สถาบันของอุดมศึกษา นำความเป็นเลิศทางวิชาการ ขยายไปยังกลุ่ม ประเทศอนุภูมิภาคลุ่มน้ำโขง
