Osterhoff และดร.บุญดี บุญญากิจ เป็นที่ปรึกษา ระยะเวลาดำเนินงาน ตั้งแต่เดือนกุมภาพันธ์ 2546 - สิงหาคม 2547 เป็นเวลา 1 ปีครึ่ง โดยผลที่คาดว่าจะได้รับ คือ เป็นองค์กรที่มีการจัดการองค์ความรู้ และขยายการจัดการองค์ความรู้ไปให้ครอบคลุมทั้งองค์กร และสามารถนำประโยชน์ของการจัดการองค์ความรู้มาใช้เพิ่มศักยภาพในการแข่งขันเพื่อพัฒนาองค์กรไปสู่ความเป็นเลิศได้ รวมทั้งเป็นต้นแบบในการขยายผลไปยังองค์กรอื่นๆในประเทศไทยต่อไป
